DATE: November 8, 2021 <br />BACKGROUND <br />Lance Downs has requested preliminary & final plat approval for the Downs 298 Addition located at <br />1315 NW Loop 286. This plat involves an approximate 3 1/3 rd acre division off of a larger 27 acre un - <br />platted parcel. This will facilitate the 2"d phase of the Rentone, LLC AAA Mini Storage Project. Neither <br />the new current owner, nor the prior owner/developer of the site has provided a clear master concept <br />plan identifying how this property is intended to develop over the future. In this regard, it makes it <br />difficult to determine what is the best planning strategy for laying out future roadway and access plans <br />for the larger area. Although both Phase 1 & 2 are owned by the same person at this point, this can <br />change over time. Therefore, without a clearly identified master development plan, shared private access <br />and utility easements for the property are needed. With this a coordinated development pattern over <br />time can be a challenge. <br />Staff met and reviewed a number of technical concerns in working through this plat and development <br />plan with applicant and surveyor. A number of these issues have been addressed with the revised plat <br />submittals, however, a number of concerns remain to be addressed as identified by the City Engineer in <br />his 10/29/21 Memo of Comments to the Director of Planning & Community Development, as attached <br />to this report. Staff is confident that these considerations can be worked out by the developer and <br />surveyor prior to final release of the final plat for recording and before issuance of any building permits. <br />RECOMMENDATION <br />Staff recommends approval of the Final Plat, subject to the following conditions: <br />1. Full compliance with the requirements of the Paris City Engineer as cited in the 10/29/21 <br />Memorandum to the Director of Planning & Community Development prior to release of the <br />final plat for recording and issuance of any building permits. <br />
