Robert Talley stated that there are holes in the roof, trees limbs are on the roof, <br />siding is coming apart from the door frame, unsecure with broken windows, roof <br />is collapsing, and the shed in the back is in bad shape. <br />Mr. Caldwell said he bought the house over a year ago with the intensions of <br />demolishing the house but he doesn't have the means to tear the house down at <br />this time and asked for more time. He also asked to repair the shed. <br />Robert Talley's recommendation: Declare a nuisance, demo house within 30 <br />days, repair the shed in 60 days, or city has right to do so. <br />Discussion about time frame on tearing a house down and how to appeal a case to <br />district court. Andrew Mack (Community Development Director) asked that the <br />commission require Mr. Caldwell to pull a permit for demo on the property. The <br />commission also asked that the property be secured within 14 days. <br />Motion made by Richard Thompson, seconded by Kim Walker, to demo house <br />in 90 days, secure property in 14 days and repair shed in 90 days or city has <br />right to do so. The roof is falling in, the tarp on the <br />roof is falling off, and the structure has fire damage, missing and deteriorating <br />wood and lots of junk and rubbish behind the structure. <br />Robert Talley's recommendation: Declare a nuisance, demo within 30 days, or <br />city has right to do so. <br />Motion made by Richard Thompson, seconded by Reeves Hayter, to follow <br />staff recommendation. The shed has a hole in the roof and unsecure. <br />Andrew Mack (Community Development Director) informed the commission that <br />due to poor building practices in the past and unstable soil the City if trying to <br />change codes for the better. <br />
