Edmonds, of Tyler, Texas, who had previously been engaged by the city council to serve <br />as the consultant to the CRC. <br />At its second meeting, on October 4, 2021, the CRC proceeded with its review of the <br />charter, assisted by its consultant and with ongoing support from City Manager Grayson <br />Path, City Clerk Janice Ellis, City Attorney Stephanie Harris, and Director of Finance <br />Gene Anderson. <br />The commission has now completed its work. It has studied the current charter in detail; <br />has considered a broad range of policy questions created by the various issues outlined <br />above; and has developed the following recommendations for amending the city's home <br />rule charter. <br />CURRENT CHARTER ORGANIZATION AND NUMBERING AS RELATED TO <br />PROPOSED AMENDMENTS: <br />The Paris city charter currently includes twelve major articles, identified by Roman <br />numerals. Each article is then divided into sections, identified by 151 consecutive Arabic <br />numbers. <br />After its initial assessment of the charter, however, the CRC found that only a limited <br />number of the sections required amendatory action at this time. This report, therefore, <br />only addresses those articles and sections of the charter that are proposed to be <br />amended.
