RESOLUTION NO. 2022-001 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS <br />DENYING THE PETITION OF JUDY DAUGHTREY FOR A CHANGE IN <br />ZONING FROM A ONE -FAMILY DWELLING DISTRICT NO.2 (SF -2) TO <br />A TWO-FAMILY DWELLING DISTRICT (217) IN THE WILLOWCREST <br />#2 ADDITION, BLOCKA, LOT 7, LOCATED AT 1315 N.E. 26TH STREET <br />(LCAD 39756) <br />WHEREAS, Judy Daughtrey submitted an application requesting the rezoning of a <br />vacant lot from SF -2 to 2F located at 1315 N.E. 26th Street being more fully described as: <br />Lot 7, Block A Willowcrest #2 Addition; and <br />WHEREAS, on December 6, 2021 the Paris Planning and Zoning Commission <br />conducted a review of the application and received testimony from property owners living <br />within two hundred (200') feet of the subject property who expressed concern with the <br />negative impacts on the character of the single family residential neighborhood with the <br />uses on this one (1) block of 26th Street N.E. with the proposed change on the lot; and <br />WHEREAS, following the conduct of the hearing by the Planning and Zoning <br />Commission, a recommendation was approved by the Commission by on a 5-1 vote to <br />recommend denial of the application; and <br />WHEREAS, on December 13, 2021 the Paris City Council conducted a public hearing <br />on the same application to rezone the property from SF -2 to 2F and received the same <br />testimony from the same individuals objecting to the approval of the request; and <br />WHEREAS, the City Council then voted unanimously to deny the request and <br />directed the City Staff to prepare findings of fact consistent with denial of the application. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />PARIS, TEXAS, THAT: <br />Section 1. The findings set out in the preamble to this resolution are hereby in all <br />things approved. <br />Section 2. The application submitted by Judy Daughtrey requesting the rezoning of <br />a vacant lot from SF -2 to 2F located at 1315 N.E. 26th Street (LCAD# 39756) be denied <br />based upon the following findings of fact: <br />A. The subject property is zoned One Family Dwelling District No. 2 (SF -2), is an <br />undeveloped lot containing approximately 7,900 square feet, is conforming in lot size for <br />the SF -2 District, and is surrounded by single family homes. <br />Page 1 of 2 <br />
