ORDINANCE NO.
<br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
<br />AMENDING CHAPTER 4, "BUILDING REGULATIONS," ARTICLE 4.02,
<br />"CONSTRUCTION CODES AND STANDARDS," ARTICLE 4.03, SECTION
<br />4.03.004, "BUILDING AND STANDARDS COMMISSION ESTABLISHED;
<br />PROCEEDINGS; CIVIL PENALTIES," ARTICLE 4.04, "RESIDENTIAL RENTAL
<br />PROPERTY MAINTENANCE," ARTICLE 4.05, "VACANT BUILDINGS;" AND
<br />AMENDING APPENDIX A, "FEE SCHEDULE," OF THE CODE OF
<br />ORDINANCES OF THE CITY OF PARIS, TEXAS; MAKING OTHER FINDINGS
<br />AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER
<br />CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND DECLARING
<br />AN EFFECTIVE DATE.
<br />WHEREAS, the City Council has previously adopted Chapter 4, "Building
<br />Regulations," Article 4.02, "Construction Codes and Standards," to the Code of Ordinances,
<br />by which the City the has adopted the 2015 International Building Code, the 2015
<br />International Residential Code, the 2015 International Existing Building Code, the 2015
<br />International Plumbing Code, the 2015 International Mechanical Code, and the 2014
<br />National Electrical Code to provide for safe and orderly development of structures in the city;
<br />and
<br />WHEREAS, the City Council has previously adopted Chapter 4, Article 4.03.004,
<br />"Building and Standards Commision Established; Proceedings; Civil Penalties" to embue the
<br />Building and Standards Commission with certain powers, jurisdiction, and authority; and
<br />WHEREAS, the City Council has also previously adopted Chapter 4, Article 4.04,
<br />"Residential Rental Property Maintenance" to provide for a basic level of safety in residential
<br />rental properties throughout the city; and
<br />WHEREAS, the City Council has previously adopted Chapter 4, Article 4.05, "Vacant
<br />Buildings" to encourage development of precious building stock in the Downtown Historic
<br />Overlay District and to provide a basic level of safety for those buildings; and
<br />WHEREAS, the City Council has previously adopted Appendix A, "Fee Schedule,"
<br />Section A3.004, "Registration of Vacant Building" to provide for a fee for maintaining a vacant
<br />building covered by Article 4.05; and
<br />WHEREAS, the City Council has identified a need for additional regulation of vacant
<br />buildings and residential rental properties in the city's historic overlay districts so as to
<br />better preserve the historic value of those structures as well as to maintain the historic
<br />character of those districts;
<br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
<br />PARIS, TEXAS:
<br />Section 1. That the findings set out in the preamble to this ordinance are hereby
<br />in all things approved.
