A motion was made to approve the Tax Exemption Application for 508 S. Church Street by <br />Commissioner Coyle and seconded by Commissioner Long. Motion carried. <br />Mr Steven Johnson was representing the owner of 28 W. Plaza, Ms. Monique Crook. Ms <br />Crook, had applied for a minor certificate of appropriateness in November 2021. Mrs. Bedford <br />explained to the commission that the owner's scope of work as presented in November was to <br />replace siding in kind, and install a new sign, all which can be done with a minor COA. She took <br />time to assist the property owner with the diagram of the project, including appropriate material <br />and permitting requirements. <br />Mr Johnson was engaged as the contractor to work for the front fagade but was unaware of the <br />requirements of the historic district design standards when he began to do work for Ms. Crook. It <br />was brought to the attention of Mrs. Bedford in early March 2022 that the materials Mr. Johnson <br />had utilized on the front fagade was textured hardy board, a material that is not allowed in the <br />design standards. She reached out Ms. Crook and Mr. Johnson to work on potential solutions. Mr. <br />Johnson submitted an example board of two solutions, one being too sand the hardy board and <br />remove the texture, or the other to apply a stucco type material over the texture to the exterior. Mr. <br />Johnson explained to the commission that sanding would be the best solution. <br />Mr. Johnson will also be replacing the wood over the display widows with hardy board siding. He <br />has visited with the building official and commercial remodel permit will be granted subject to an <br />approved COA. Commissioner Coyle made the motion to approve the sanding of the hardy board <br />to remove the wood grain texture on the street level fagade, and use of hardy board above the <br />display windows following the original design of existing facade. The motion was seconded by <br />Commissioner Emmite. Motion carried. <br />Ms. Knox, 655 Church is repairing and restoring the existing wooden windows on the south and <br />east side of her home using in kind materials. She will be adding rain gutters to alleviate the rain <br />damage to the new windows. <br />Photographic evidence was presented that the window frames did at one time have a divided light <br />on the top sashes of the window and Ms. Knox asked to restore them to the original configuration. <br />A motion was made by Commissioner Vandiver to approve the windows restoration as presented, <br />seconded by Commissioner Emmite, motion carried. Mrs. Bedford indicated that Ms Knox will be <br />applying for a tax exemption on historic properties, and after clarification received she asked if the <br />commission could attend a special meeting scheduled for April 19, 2022. The Commissioners all <br />agreed they could attend. <br />Mrs. Bedford presented the architectural drawings for a public restroom addition to the <br />Market Square located at 400 SW 111 St. The Market Square use has grown over the past decade <br />and the need for a public restroom has come up. This project will be completed when funding is <br />available, however the design was presented to the commission. A motion was made by <br />Commissioner Coyle to approve the design for the public restroom, and was seconded by <br />Commissioner Long. Motion Carried. <br />Commissioner reviewed the following list of properties determined by Code enforcement as <br />substandard, and in need of demolition or repair. The commission reviews the properties for <br />potential designation as a Recorded Texas Landmark, a Local Landmark, or listing on the National <br />Register of Historic Places. A motion was made to send all the properties to buildings and <br />standards by Commissioner Vandiver, seconded by Commissioner Caffey. Motion carried. <br />
