Regular Council Meeting <br />June 27, 2022 <br />Page 4 <br />shall be paved and no other parking spaces will remain unpaved as a building permit approval <br />requirement; 2) there shall be no final inspection for occupancy until a pave driveway w <br />constructed with room for two paved on-site parking spaces as required by Section 10 Off -Street <br />Parking and Loading Regulations of the City's Zoning Ordinance; and 3) returning spaces not <br />improved for parking into green spaces. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this it to please come forward. Applicant Carolyn Akins spoke in <br />support of this item, and said the condition of converting spaces not for parking into green spaces <br />was added, and not discussed but she would comply with the conditions. With no one else <br />speaking, Mayor Portugal closed the public hearing. <br />Council Member Savage said this was a great idea for this property and he was in favor <br />of supporting it. <br />Subject to the stipulations set out by City Staff, a Motion to approve this item was made <br />by Council Member Pankaj and seconded by Council Member Moore. Motion carried, 7 ayes — <br />0 nays. <br />15. Discuss, conduct a public hearing, and act on ORDINANCE NO. 2022-038: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />ESTABLISHING A HISTORIC OVERLAY DISTRICT NO. 18 (HD -18), IN APIWO <br />FAMILY DWELLING DISTRICT (2F) IN THE CITY OF PARIS, BLOCK 146, LOT 3, <br />LOCATED AT 705 S.E. 3RD STREET AND DESIGNATING THE STRUCTURE ON <br />SAID PROPERTY AS A HISTORIC STRUCTURE IN ACCORDANCE WITH THE <br />RECOMMENDATIONS OF THE PLANNING AND ZONING COMMISSION AND <br />THE HISTORIC PRESERVATION COMMISSION; PRESERVINGTHE EXISTING <br />USE AND ZONING DESIGNATIONS OF THE PROPERTY SO DESIGNATED; <br />DESIGNATING THE BOUNDARIES OF THE HISTORIC OVERLAY DISTRICT NO. <br />18 (HD -18) SO ESTABLISHED; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A <br />SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Mack explained that the City Staff proposed the addition of a local Historic Overlay <br />District for the creation of a single freestanding historic district and said this house had been <br />identified as the oldest standing residence in the City. He also said this house was constructed in <br />1880 with an Italianate Architecture Style. Mr. Mack said once this house could be relinquished <br />from a trustee status through a court proceeding, it was highly likely that remodeling work would <br />begin. He explained that establishment of this historic district designation was an additional step <br />in securing a future for the residence and would create financial grant incentives for remodeling. <br />Mr. Mack said City Staff recommended approval of this item. Council Member Knox inquired <br />when this might come up for bid. Mr. Mack estimated it would probably occur in October. <br />
