Discuss, conduct a public hearing, and act on ORDINANCE NO. 2022-036: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO ALLOW A SPECIFIC USE PERMIT <br />(SUP) IN A COMMERCIAL DISTRICT (C) FOR A SELF-STORAGE/MINI- <br />WAREHOUSE IN THE CITY OF PARIS, BLOCK 321, LOTS 2 AND 2-A, LOCATED <br />AT 2405 N.E. LOOP 286 AND 2510 SPUR 139, LCAD 18797 AND 18798; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.. <br />Mr. Mack explained the applicant proposed to expand the existing mini storage facility <br />with a new separate climate control building at this location. He said that the Planning & Zoning <br />Commission approved the request and that City Staff recommended approval with the following <br />conditions: (1) submittal of all required plans for construction of the new building, and review <br />by the City Engineer, Building Official and Fire Marshal prior to issuance of a building permit, <br />and (2) the property must be platted and approved by the City prior to issuance of a building <br />permit. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item to please come forward. HICKORY, LCAD #11030, IN THE CITY OF PARIS, LAMAR <br />COUNTY, TEXAS; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br />Mr. Mack said Ms. Akins was proposing to reconstruct a fire -damaged business and <br />remodel the property into a single-family residence, and that the Planning & Zoning Commission <br />approved this item. He also said that City Staff recommended approval of this item with the <br />following conditions: 1) the drive and accommodation for two parking spaces on the property <br />
