Spartan Investment Group for a Specific Use Permit (SUP) in a Commercial <br />District (C) for a Self-Storage/Mini-Warehouse in the City of Paris, Block 321, Lots <br />2 and 2-A, located at 2405 NE Loop 286 and 2510 Spur 139-LCAD 18797 and 18798. <br />Andrew Mack (Community Development Director) stated that the site you see <br />before you is the current location of the mini -storage. At this location at the rear <br />of the property was a structure that has been removed, this site is currently vacant. <br />There has been some exterior open storage on the lot. There is an access and <br />approach into the property from the rear on Spur 139. The plan and proposal is to <br />construct and addition to the parking area with the primary access being in the <br />parking area would expand the parking area and put a new climate control facility <br />in the rear. This is the first stage of the site plan, they discussed future plans <br />today. A Surveyor has been hired and the sites been surveyed and they are ready <br />to move forward with pre -development and a plat will be required. <br />City Staff recommendation: Staff's recommend approval based on the <br />ordinance requirements for SUP permit with the following two conditions: 1. The <br />applicate shall submit all the required plans for construction and be approved by <br />the City Engineer, Building Official and Fire Marshall prior to issuance of a <br />building permit. 2. Subject property shall be platted and approve by the City prior <br />to the issuance of building permit. <br />Andrew Mack introduced Ara Sprague from Golden Colorado. <br />Ara Sprague is presenting Spartan Investment Group and they are the <br />owner/operator of Storage facility. They are in 7 states currently and they have 10 <br />locations in Texas. We would like to increase our presence in your community by <br />expanding our single storage climate control facility. <br />Chad Lindsey opened up the public hearing for anyone wanting to address this <br />item. Seeing none he closed the public hearing. <br />Motion made by Clifton Fendley, seconded by Francine Neeley, to follow staff <br />recommendation with conditions applied. Motion carried unanimously. 6-0 <br />6. Public hearing to consider and take action regarding the petition of Carolyn <br />Akins for a Specific Use Permit (SUP) in a Neighborhood Service District (NS) for a <br />One -family dwelling home in the East Park Addition, Block C, Lot 12, located at 951 <br />E Hickory-LCAD 11030. <br />Andrew Mack (Community Development Director) stated the lieu of requesting a <br />change in zoning district for this neighborhood service as you recall when we went <br />back through and revised the ordinance we created an opportunity for special use <br />for residence. This property would retain its neighborhood service zoning by <br />creating a permit for Specific use once they construct a residence. Specific Permit <br />that would run with the land. In order for them to ever modify the residence and <br />convert it back into Neighborhood Service retail or business use they would need <br />to come back through and amend the (SUP). We are seeking approval to construct <br />a home. <br />
