City Staff recommendation: Staff s recommend approval based on the fact <br />that it meets ordinance requirements for remodel from commercial to remodel. <br />Staff is recommending approval of the SUP for the remodel provided the <br />following conditions are met. 1. A paved driveway added based on the change of <br />occupancy, minimum of two parking spaces. <br />Chad Lindsey addressed Carolyn Akins and Mrs. Akins said they didn't want to <br />do anything on the site until they received building permits. The only things that <br />have been done to the structure were instructions from Mr. Talley, Code <br />Enforcement after the fire. <br />Chad Lindsey opened up the public hearing for anyone wanting to address this <br />item. Seeing none he closed the public hearing. <br />Motion made by Francine Neeley, seconded by Tylesha Ross -Mosley, to follow <br />staff recommendation with conditions applied. Motion carried unanimously. <br />6-0 <br />7. Public hearing to consider and take action regarding the petition of the City of Pairs <br />forte addition of a Historic Overlay District (HD -18) in a Two -Family Dwelling <br />District (2F) in the City of Paris, Block 146, Lot 3, located at 705 SE 311 Street -LC AD <br />16382. <br />Andrew Mack (Community Development Director) invited Cheri Bedford the City <br />of Paris Historic Preservation Officer to assist him in the presentation of this item. <br />City Staff recommendation: What we have is a recommendation by the City <br />Council of the HPC to incorporate this into the City's Zoning map. This <br />commission body is the primary recommending authority on matters governing the <br />zoning ordinance but in the case of historic we take it to both bodies to move <br />forward with the council. <br />Cheri Bedford explained that this little home has been on the National Register of <br />historic places since 1885 when our downtown and our Church Street historic <br />district were nominated also the Pine Bluff historic district. There were a few <br />landmarks that were individually that were also nominated and accepted to the <br />National Register. This little house has been vacant for a very long time. The owner <br />of the home was in a nursing home and did not have any children but did have two <br />heirs, a niece and nephew. After she passed away about 3-4 years ago her niece was <br />wanting to wash her hands of the property. We have had several people approach <br />us about purchasing this property but we couldn't figure out how to proceed in this <br />process. The property has now gone through our tax sale process and will go to the <br />tax sale in July. In 1885 it was put on the National Register and we want to put <br />protections in place for someone to purchase this house to be remodeled. There <br />are incentive available for remodel but if needed to be demolished there are <br />procedures for that also. This structure was valuable for its architectural because of <br />its high Italian style. There was a discussion on What is in the Historic District now <br />and the procedure of remodeling a structure in the Historic district, If incorporated <br />into the historic district the current value will be frozen for 7 years. <br />
