Motion carried 4-0. <br />Public hearing to consider and take action regarding the petition of Nathan Spaulding on <br />behalf of Benton Rainey for a Comprehensive Plan Amendment from Low Density <br />Residential (LDR) and Medium Density Residential (MDR) to a mixed use of Park and <br />Recreation (PR), Commercial (C), High Density Residential (HDR), Medium Density <br />Residential (MDR), Low Density Residential (LDR) and Public Lands and Institutions <br />(PLI) in the City of Paris, Block 351, Lot PT of 8, Acres 76.262, City of Paris, Block <br />352, Lot 6 & Block 351, Lot PT of 8, acres 91.627, City of Paris, Block 351, Lot PT of 9, <br />Acres 19.2693, located in the 3300 Block of Jefferson Rd- LCAD 22769, 109121, and <br />106259. <br />Planning Director Andrew Mack presented the case to the commissioners stating the facts <br />provided in the planning report for the Forestbrook Estates project. Staff recommends <br />approval of the comprehensive plan amendment. <br />The public hearing was declared open. Property owner Raul Flores spoke in support of the <br />change. Developer Nathan Spaulding advised he is here to answer any questions regarding <br />the project and he is excited to develop here in Paris. With no one else speaking the public <br />hearing was declared closed. <br />A motion was made by Sims Norment, seconded by Michael Mosher to approve the <br />Comprehensive Plan Amendment from Low Density Residential (LDR) and Medium <br />Density Residential (MDR) to a mixed use of Park and Recreation (PR), Commercial (C), <br />High Density Residential (HDR), Medium Density Residential (MDR), Low Density <br />Residential (LDR) and Public Lands and Institutions (PLI). Motion carried 4-0. <br />9 Public hearing to consider and take action regarding the petition of Nathan Spaulding on <br />behalf of Benton Rainey for a change in zoning from an Agricultural District (A) to a <br />Planned Development District (PD) in the City of Paris, Block 351, Lot PT of 8, Acres <br />76.262, City of Paris, Block 352, Lot 6 & Block 351, Lot PT of 8, acres 91.627, City of <br />Paris, Block 351, Lot PT of 9, Acres 19.2693, located in the 3300 Block of Jefferson Rd- <br />LCAD 22769, 109121, and 106259. <br />Planning Director Andrew Mack presented the petition to the commissioners regarding <br />establishing a Planned Development District for mixed uses. Staff recommends approval <br />with the following noted conditions: <br />1. The developer shall submit a Traffic Impact Analysis (TTA) according to TX DOT <br />requirements for review with the Master Development Plat. <br />2. The developer shall enter into a Development Agreement with the City of Paris for <br />construction of the major arterial roadway upon approval of the Master <br />
