Regular Council Meeting <br />July 25, 2022 <br />Page 3 <br />14. Approve the Final Plat of the Lone Star Addition, Lot 1, Block A, located at 1421 N.E. <br />19"' Street. <br />15. Approve the Final Plat of the Red River Business Park Addition, Lots 1-5, Block A, <br />located in the 5500 Block of Bonham Street. <br />16. Approve the Final Plat of the B & B Wash Addition, Lot 1, Block A, located at 324 N. <br />Main Street. <br />17. Approve the Final Plat of the First Assembly of God Addition, Lot 1, Block a, located at <br />3475 Lamar Ave. <br />Regular Agenda <br />Prior to moving to item 18, Mayor Portugal asked that item 31 be moved forward on the <br />agenda. A Motion to bring item 31 forward was made by Council Member Knox and <br />seconded by Council Member Pilgrim. Motion carried, 6 ayes — 0 nays. <br />31. Discuss regulations and enforcement for swimming pools located in the City; and provide <br />Direction to Staff. <br />Planning Director Andrew Mack said he had been working for two years on pool <br />regulations and he came up with three options, as follows: 1) discharge on the lawn if no <br />chemicals ruin the yard; 2) run the overflow into a sanitary sewer if there was no chlorine and 3) <br />put in a storm drain. Mr. Mack presented City Council with a handout and said staff <br />recommended discussion of enforcement instead of it remaining a civil matter. <br />Council Member Savage inquired if amending the ordinance would in fact change <br />anything or would it still be a civil matter. Council Member Pilgrim wanted to know how a <br />sanitary sewer would work and if the water would be de -chlorinated before it went into the <br />sewer. Mr. Mack said a backwash system should take care of that if it worked. Council Member <br />Savage favored enforcement. Mayor Pro -Tem Hughes wanted to know how long it would take <br />to enforce this. Mr. Mack said it would be complaint driven but expedient. Council Member <br />Knox said she was in favor of an ordinance enforcing regulations. Mr. Mack said staff would <br />bring something back to City Council. <br />18. Discuss, conduct a public hearing and act on. ORDINANCE NO. 2022-043: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />APPROVING A MINOR AMENDMENT TO THE MASTER THOROUGHFARE <br />PLAN FROM A MINOR ARTERIAL ROADWAY TO A MAJOR COLLECTOR <br />ROADWAY ON FITZHUGH AVE. NORTH OF CLEMENT ROAD TO NE LOOP <br />286; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />Planning Director Andrew Mack said the Planning & Zoning Commission recommended <br />approval of this City initiated change to the Master Thoroughfare Plan.
