Special Meeting <br />August 29, 2022 <br />Page 3 <br />address this. Mr. Anderson said the Mayor was correct in that the City went out for bids, and <br />there was an agreement in place with Blankenship Oil and that either side could opt out with <br />thirty days' notice. Council Member Pilgrim emphasized this would be a game changer for <br />taxpayers. <br />Mr. Path and Commissioner Bass both spoke about the federal funds, ORCA, and without <br />this funding the project would not be possible. Mr. Path said they needed to look at long term <br />benefits for the taxpayers and it seemed like a wise thing for the County and City to explore this <br />together. <br />Council Member Savage asked if there was a significant savings. Commission Bass said <br />Tarrant County bid fifteen months out and locked in a price, which was a significant savings. He <br />also said over a period of time there would be more savings. Commissioner Bass said having <br />their own tanks, underground storage, that they would be able to buy out as Tarrant County had <br />done. Mr. Path said the City had recently piggybacked off another government organization as <br />allowed by law. Council Member Savage confirmed with Mr. Path that the project would be <br />done according to Codes. Council Member Pankaj inquired about the cost and Commissioner <br />Bass said they estimated at the high end in the amount of $400,000.00. <br />Mayor Pro -Tem Hughes confirmed that the security system and monitoring would be <br />done by the Sheriff's Department. Mr. Path said security was an issue at the current vendor's <br />place. Mayor Portugal asked Mr. Rainey about the security measures at his fueling stations. Mr. <br />Rainey said he had only one theft in thirty days and it was probably because you see deputies <br />pulling in there to get fuel. Planning Director Andrew Mack suggested keyless entry for the new <br />fuel farm. Commissioner Bass said that was the plan and would work with the City obtaining the <br />permits to do so. Commissioner Bass said he had not done a whole lot on this because he did not <br />know how much interest there was in pursuing this project and did not want to waste time. He <br />also said if they wanted to move forward, he would like to meet again and bring additional <br />people in to explain further details. <br />Mr. Path said it looked like they still had some homework and he could bring something <br />back to the Council with numbers. He said he was hearing there was an interest in pursuing this <br />partnership. It was a consensus of the City Council to explore this further. Commissioner Bass <br />asked about doing another workshop and bringing others in who had more answers. <br />Assistant City Manager Robert Vine said the City had reached out to East Texas City <br />Managers' Group and learned there was another city and hospital who partnered on a fuel <br />station. He also said other city managers were interested in this this type partnership. Mr. Path <br />inquired if City Council wanted to select a sub -committee or have another workshop. It was a <br />consensus of the City Council to have another workshop. <br />4. Adjournment. <br />There being no further business, Judge Bell adjourned the Commissioner's Court meeting <br />at 6:00 p.m. There being no further business of the City Council, a Motion to adjourn was made <br />
