MINUTES OF THE SPECIAL CITY COUNCIL MEETING <br />OF THE CITY OF PARIS, TEXAS <br />August 30, 2022 <br />The City Council of the City of Paris met for a special session at 5:30 p.m. on Tuesday, <br />August 30, 2022, at the City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: Paula Portugal <br />Mayor Pro -Tem: Reginald Hughes <br />Council Members: Shatara Moore; Gary Savage; Mihir Pankaj (via <br />Zoom) Linda Knox; and Clayton Pilgrim. <br />City Staff: Grayson Path, City Manager; Robert Vine, <br />Assistant City Manager; and Janice Ellis, City <br />Clerk; <br />O pening Agenda <br />1. Call meeting to order. <br />Mayor Portugal called the meeting to order at 5:30 p.m. <br />2. Citizens' forum. <br />Julia Trigg Crawford, 690 CR 37500, Sumner, Texas, spoke on behalf of Keep Paris <br />Beautiful. Ms. Crawford said she dropped the ball by not getting the non-profit application in by <br />the deadline so they would not have KPB on their list. She apologized for not being timely. <br />3. Receive presentations from non-profit agencies requesting funding for public purpose; <br />rank agencies for priority; discuss and act on requests. <br />Assistant City Manager Robert Vine said they would hear from the non-profit agencies <br />and after the presentations, City Council would score them. He also said staff had received two <br />additional applications that day, which were after the deadline so the City Attorney had not had <br />an opportunity to review them as required by policy. Mr. Vine said if the Council wished to <br />consider the two additional applicants, they should do so subject to the City Attorney's review of <br />the applications and required documentation. Mr. Vine said the City had budgeted $100,000.00 <br />and the requested funds totaled $139,000.00. <br />City Manager Grayson Path said staff assumed that Council would want to consider the <br />two additional applications, so staff had included them in the spreadsheet. Mayor Portugal said <br />they previously allowed a late application so she felt they had set a precedence and felt they <br />should include these two applications. She asked that in the future a better job on advertising the <br />deadlines. <br />
