Special Meeting <br />August 30, 2022 <br />Page 2 <br />A Motion to include the two late applications was made by Council Member Pankaj and <br />seconded by Council Member Savage. Motion carried, 7 ayes — 0 nays. <br />Council Member Moore inquired about the deadline. Mr. Path said it was May 31" <br />Council Member Moore inquired why Ms. Crawford could not fill out an application at this <br />meeting. Mayor Portugal said the staff had to do a lot in order to get these applications ready for <br />presentation. Mr. Path said to accept an application tonight, would mean the City would not <br />have the required supporting financial information. <br />Mayor Portugal inquired if there was a conflict if a Council Member served as a board <br />member on one of the boards that the City would be funding. City Manager Grayson Path said <br />the City Attorney was on vacation and his best advice was for the Council Member to recuse him <br />or herself when they were voting on a board that he or she served. Mr. Path said he would break <br />from the meeting and call the City Attorney. <br />City Council heard presentations from the following: <br />Boys & Girls Club — presented by Jason Macchia <br />Childrens' Advocacy Center "CAC" of Paris — presented by Rebecca Peevy <br />CASA for Kids — presented by Clint Hocutt <br />City Square — presented by Derald Bulls <br />ETCADA — no one presented <br />Lamar County Human Resource — presented by Shelly Brazeal <br />Lamar County Humane Association — presented by Keith Flowers & Dr. O'Bryan <br />Paris Optimist Club — presented by Sabra Vaughn <br />Red River Valley DDS & Reach Center — presented by Krissy Crites <br />Salvation Army — presented by the Salvation Army <br />United Way — presented by Jenny Wilson <br />Weald Workers of Lamar County — no one presented <br />Upon completion of the presentations, Mr. Path informed the City Council he had spoken <br />with Ms. Harris and referenced the Code of Ethics, wherein a Council Member who sits on one <br />of these boards does have a conflict in awarding funds. He asked how many Council Members <br />sat on one of these boards. Mayor Pro -Tem Hughes, Council Member Moore, Council Member <br />Savage and Council Member Pankaj said they did. <br />
