Special Meeting
August 30, 2022
Page 3
Mr. Path outlined the options of moving forward as going through the list and leaving the
board -rating blank for those that had conflicts, or an option of pro rata, which is what they did
last year. He said if they selected the pro rata option, they would simply recuse themselves when
it came time to vote. Mayor Pro -Tem Hughes preferred the pro rata method, because he did not
want any organization to leave without something. Council Members Savage and Pankaj agreed
with Mayor Pro -Tem Hughes. Council Member Pankaj asked about the organizations that did
not show up but were on the list. Mr. Path said it was not a requirement for them to give a
presentation, but a request. Mayor Portugal said one of the organizations operated out of a
personal bank account. Mr. Path said prior to disbursing funds to that organization, they could
require the organization to have a business account. It was a consensus to do so.
Mayor Portugal recessed City Council at 6:55 p.m. to give staff time to bring back the
calculations for each organization. Mayor Portugal reconvened City Council at 7:02 p.m.
Mr. Path explained that the pro rata percentages were based on the amount requested. He
asked that any Council Member who had a conflict to recuse him or herself when they got to that
board.
Boys & Girls Club — Mayor Pro -Tem Hughes & Council Member Savage recused
themselves.
