Regular Council Meeting <br />August 22, 2022 <br />Page 4 <br />FROM RETAIL (R) TO HIGH DENSITY RESIDENTIAL (HDRL), IN THE A786 R <br />RUSSELL SURVEY, TRACT 25-1-A, 3.839 ACRES, ROUTE 1, LOCATED IN THE <br />2800 BLOCK OF STILLHOUSE ROAD (LOAD 404759); MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, AND PROVIDING AN <br />EFFECTIVE DATE. <br />Planning Director Andrew Mack explained that the applicant sought a minor amendment <br />to the Future Land Use Map to provide for a high residential use of the property and for the <br />zoning to be consistent with the City's Comprehensive Plan. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Portugal closed the public hearing. <br />Council Member Savage said this change made sense for the area. Council Member <br />Pankaj expressed concern about additional traffic as related to children going to school at North <br />Lamar. Mayor Portugal inquired if there was any consideration given with Stillhouse Road <br />being part of the North Lamar Project. Mr. Mack said that was an important consideration and <br />would suggest it. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Mayor Pro -Tem Hughes. Motion carried, 7 ayes — 0 nays. <br />17. Discuss, conduct a public hearing and act on ORDINANCE NO. 2022-053: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE PROPERTY LOCATED IN <br />THE A786 R RUSSELL SURVEY, TRACT 25-1-1, 3.839 ACRES, ROUTE 1, <br />LOCATED IN THE 2800 BLOCK OF STILLHOUSE ROAD (LOAD 404759), FROM <br />AN AGRICULTURAL DISTRICT (A) TO A MULTIPLE -FAMILY DISTRICT NO. 2 <br />(MF -2); DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING <br />MAP OF THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN <br />EFFECTIVE DATE. <br />Planning Director Andrew Mack explained that the applicant was seeking a change in <br />zoning in order to construct duplex apartments on the property. He said the ability to provide for <br />new affordable duplex housing in this portion of the City was a positive step in helping to <br />achieve the goal of more decent, safe and affordable housing opportunities. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Portugal closed the public hearing. <br />
