Regular Council Meeting <br />August 22, 2022 <br />Page 3 <br />had been any opposition of this change. Mr. Mack said staff received one letter from two <br />residents expressing concern about traffic and those concerns had been addressed. Mayor Pro - <br />Tem Hughes said the concerns he had heard about were the buildings being three story. Mr. <br />Mack said at this time they did not know if the buildings would be three story. Council Member <br />Knox asked how this project compared in size to the Greenbriar Apartment Project. Mr. Mack <br />said this one would be about 25% bigger but there would also be a lot more green space. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Portugal closed the public hearing. <br />A Motion to approve this item was made by Council Member Council Member Pankaj <br />and seconded by Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />15, Discuss, conduct a public hearing and act on ORDINANCE NO. 2022-051: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE CITY OF PARIS BLOCK 266, <br />LOT 3, AND THE ADJACENT 60 FT. STRIP OF LAND RUNNING BETWEEN THE <br />WILLSHIRE ADDITION ON THE WEST AND THE ELLA KAY ADDITION ON <br />THE EAST, LOCATED AT 1335 N.E. 20TH STREET (LOAD 18332), IN THE CITY <br />OF PARIS, LAMAR COUNTY, TEXAS, FROM A ONE -FAMILY DWELLING <br />DISTRICT NO. 3 (SF -3) AND COMMERCIAL DISTRICT (C) TO A MULTIPLE - <br />FAMILY DWELLING DISTRICT NO. 2 (MF -2); DIRECTING A CHANGE <br />ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Planning Director Andrew Mack said the applicant was seeking a change in zoning in <br />order to construct market rate apartments on the property. He also said it was undetermined <br />whether the complex would be two-story or three story. Mr. Mack said the Planning & Zoning <br />Commission and staff recommended approval of this zoning change. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Portugal closed the public hearing. <br />Council Member Savage said he wished those who had concerns about this project would <br />have spoken at the Planning & Zoning Commission meeting <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Pilgrim.
