Allan Hubbard of 124 W Cherry St, in favor <br />Bettye Jackson of 422 NW I" St, impartial. <br />Marx Offutt of 4808 CR 22880, and applicant stated that he has to do some work. to the water <br />and sewer lines so he intends on fixing part of the concrete where it is currently unsafe. Mr. <br />Offutt explained that he has done a lot of development and beautification of north main and has <br />other projects he is currently working on. Lastly, Mr. Offutt stated does not believe that re- <br />paving the whole parking lot is necessary to develop it. <br />There was discussion amongst the board and applicant on the current condition, intended use and <br />development of the lot. <br />Brandon Schaffer of 455 N Main Street spoke in favor of the request. Mr. Schaffer stated that <br />though bigger businesses and corporations have developed on north main they have more means <br />to develop than the average local business owners; also, corporations would not buy a lot unless <br />they had the room to meet the requirements. Mr. Schaffer believes that Mr. Offutt should be able <br />to develop the lot without re -paving it. <br />Melissa Schaffer of 455 N Main Street spoke in favor of the request. Mrs. Schaffer stated Mr. <br />Offutt's lot is in better shape that most lots going further north and to require re -paving and <br />landscaping would be unnecessary an unnecessary expense on a small business; also, additional <br />landscaping would be more upkeep for the tenants. <br />No one else spoke in favor or opposition of the request. <br />Public hearing was declared closed. <br />There was discussion amongst the board and applicant about the plan of action for the proposed <br />repairs and how the aesthetic of the property would be improved. <br />There was further discussion amongst the board in reference to the condition, aesthetics and safety <br />of the parking lot. <br />There was discussion amongst the board, staff and applicant about the required landscaping, or <br />buffering, requirement that is shown on the proposed site plan. <br />Motion was made by David Hamilton to deny the variance to Section 10-110(a) of the Off -Street <br />Parking and Loading Regulations, so the parking lot would have to be improved versus remaining <br />as is. Motion failed for lack of a second. <br />Ms. Alsobrook declared the public hearing open to be continued at the next meeting on September <br />6th, 2022. <br />
