He also said that Garver was working with Thalle and City Staff to <br />reduce project costs. <br />Mr. Path reiterated the City was working to try to reduce costs and that total bid for the <br />lowest contractor was now approximately $60 million. Mr. Path said this would require an <br />additional $26 million in bonding to cover the added cost. Mr. Path said this was a bleak and <br />daunting challenge for the citizens to take and while it could be easy to once again kick this can <br />down the road, the City would face a much greater chance of making this worse than better. He <br />also outlined the new projects that were in various development changes, citing if these all come <br />through it would help spread out the cost of the project. <br />Mr. Path said if they rebid the project, the City could lose this company and prices were <br />continuing to increase. He recommended that the City proceed with awarding a bid, increasing <br />the waste water rates, and issuing additional debt service on October 24, 2022. <br />Council Member Savage emphasized this was not something they wanted to do but had to <br />do. Council Member Pankaj said they needed to double down on housing; that there was a lot of <br />opportunity coming to Paris and they had to move forward. Mayor Portugal said she was very <br />proud of this Council and the two Councils that came before them, because they moved forward <br />on this project and did not kick the can down the road. <br />It was a consensus of the City Council to move forward with this project as <br />recommended by Mr. Path. <br />11. Discuss and act on meeting dates for November and December. <br />City Clerk Janice Ellis said ordinarily the second Council meeting dates in November and <br />December were cancelled due to holidays and scheduling conflicts. She said staff recommended <br />cancelling the November 28 and December 26 City Council meetings. <br />A Motion to cancel the November 28 and December 26 meetings was made by Council <br />Member Savage and seconded by Council Member Pankaj. Motion carried, 5 ayes — 0 nays. <br />12. Discuss an agreement with Greater Paris Development Foundation regarding access to <br />the 0 Street S.W. Lift Station Road for inclusion in the Northeast Texas Trail, and <br />provide direction to staff. <br />Mr. Vine explained that in March, staff met with the Secretary of the Greater Paris <br />Development Foundation Pat Bassano and Don Biard, attorney working with this organization. <br />He said the purpose of the meeting was to discuss plans to close a three mile gap in the Northeast <br />Texas Trail between 4t` Street S.W. and County Road 22500 South of Kimberly-Clark. He said <br />one option discussed included a lift station road, Woodard's Lift Station, owned and maintained <br />by the City, located north of Orange Street and west of 4h Street S.W., as part of the trail. He <br />said they also discussed the existence of a flow equalization basis next to the lift station at this <br />location and advised that an unpleasant odor might be present at different times.
