1. Annex Building — provide two active internet links, which will provide connectivity through
fiber optics to City Hall, Water Billing and the Library.
2. Police Department — provide two active internet links, and provide service through microwave
to Fire Station #4.
3. Fire Station # 1— provide two active internet links, provide service through fiber optics to Public
Works, Traffic, Sanitation, garage and the Warehouse buildings.
4. Water Treatment — provide two active internet links for the continuous operation of the water
systems.
5. Waste Water Treatment Plant - provide two active internet services, for the continuous operation
of the water systems.
6. West Water Tower — provide an active internet service, and provide redundancy to the existing
fiber optics between the Annex building and the tower, in order to maintain the current
continuity of the Disaster Recovery Plan site and network service to the water meter systems.
7. East Water Tower - provide two active internet services for the water meter systems.
8. Provide for added cyber security, troubleshooting, maintenance, replacement, and continued
support by a professional third party service.
The proposal for the telephone system involves migrating to a UCaaS (Unified Communications
as a Service), with our voice service moving to the cloud. This proposal includes all Cisco
telephone appliances replaced with new equipment. This move will ensure continuity of service
and allow the City to stop paying high maintenance fees for on premises servers. This proposal
also integrates the Library, the Water Treatment Plant and the Waste Water Treatment plant into
a singular system with the majority of the City. This proposal includes benefits such as being able
to port your telephone extension to your cell phone, laptop or iPad, with user support.
We believe the above solutions for Items #1 and #2 will provide safe, supported, maintained, and
reliable connection for our telecommunication system with the City. The backbone of all
operations for the City is communication, which today is primarily achieved through telephone
and internet services, which are supported by having up-to-date IT technology, managed by our
IT Department.
Claro was selected as the preferred vendor for both of these projects based upon the strategic
plan and scope of work presented and the overall cost of the implementation and maintenance for
each solution. Claro has a reputation of quality service, including service after the initial sale.
Other vendors were either non-responsive to staff or provided solutions that were not as
desirable, or did not meet with the specified needs of the City. Claro offers the appropriate
hardware, offers an integral solution that is more appropriate to the needs of the city of Paris and
will provide support 24 hours a day, 365 days a year.
