(2) Negatives of all inventoried sites with <br />proper identification of each view. These may <br />be either 4" x 5" or 35mtn format. If 35mm <br />format is used, each roll of film must be accom- <br />panied by two contact sheets and one com- <br />pleted Photo Index sheet. (See Appendix B). <br />(3) USGS 7.5' Series maps, with all inventoried <br />sites clearly identified on the map. Maps to be <br />provided by the Texas Historical Commission. <br />(See Appendix C.) <br />REVIEW AND APPROVAL OF <br />THE PROJECT PROPOSAL <br />Project Proposals should be submitted to the <br />Texas Historical Commission for review and <br />approval as soon as feasible so as to expedite the <br />project and to avoid additional delays due to <br />deadline backlogs. <br />A meeting at the offices of the Texas Historical <br />Commission will be required for all grant re- <br />cipients. The project supervisor and the grant <br />recipient's fiscal officer will be required to <br />attend. The purpose of the meeting is to both <br />establish survey priorities and a timetable for <br />completion, and formalize a budget and reim- <br />bursement procedures. <br />A time and date for the meeting will be arranged <br />following submittal of the Project Proposal. <br />Under no circumstances will Project Proposals <br />be reviewed after the review deadline. No work <br />should begin prior to receiving from the Texas <br />Historical Commission a written approval of the <br />Project Proposal. <br />PROJECT IMPLEMENTATION <br />A. Project Contract. The contractual agrce- <br />ment (approved by the State Attorney <br />General) specifying the approximate scope <br />of work, a timetable for completion and <br />budgetary concerns will be prepared by the <br />Texas Historical Commission on the basis <br />of the Project Proposal and the subsequent <br />consultations with the grant recipient. The <br />agreement must be jointly signed by the <br />Executive Director of the Texas Historical <br />Commission and the grantee or the appro- <br />priate legal representative - )r to com- <br />mencement of project wor; <br />B. Reimbursement Procedures. Reimburse- <br />ment can be made as a lump sum at the <br />completion of the project, or periodically <br />upon receipt of verification of accrued <br />expenditures. In either case, the request <br />for reimbursement submitted to the Texas <br />Historical Commission is to contain: <br />A written request for reimbursement <br />listing: <br />a. the number of the request (1st, <br />2nd, etc.) <br />b. project period covered <br />c. costs previously reported <br />d. costs presently listed <br />2. Verification of the claimed expenses <br />and proof of payments in accordance <br />with Federal Management CircularA.87 <br />and OMB A 102 (revised). <br />C. Project Review. A periodic review will be <br />made by the Texas Ifistotical Commission, <br />National Register Department, to monitor <br />project progress and to assist with any diffi- <br />culties encountered. Additional reviews <br />may be requested by either party at any <br />time. Following review, the contract may <br />be amended if necessary_ Amendments <br />may be necessary if the project is proceed- <br />ing more rapidly or slowly than anticipa- <br />ted, and survey work may be added to, or <br />deleted from, the contract. <br />D. Project Certification and Final Report. <br />Twenty -five percent of the grant awards <br />will be retained by the Commission and <br />paid upon receipt and certification of the <br />completed survey material and a detailed, <br />documented Final Report. All survey <br />material will be reviewed within 21 days of <br />submission to the Texas Historical Commis- <br />sion, National Register Department. Sur- <br />vey material may be returned if it is felt <br />that the submitted data is incomplete. <br />Corrected or amended survey data should <br />be returned to the Texas historical Com- <br />mission for certification and final payment. <br />E. Fiscal Records. It will be the responsibility <br />of the grant recipient to maintain all finan- <br />cial records (receipts, invoices, and time- <br />tables) in accordance with Federal Manage- <br />ment Circular A.87 and OMB A 102 (re- <br />vised) for a period of three years beyond <br />the Project End Date. <br />
