Recommendations for Action - Part 11' <br />The first two sections of the survey without recommendations would just <br />record historic places as observed in the 1980's. The third component of <br />the professional services proposed will include planning and civic actions <br />which can preserve and perpetuate the community's own special identity. <br />Planning recommendations can include: <br />1. An overall appraisal of important areas to be preserved and <br />identifying potential local legal methods of protection through <br />landmark designation ordinances. <br />2. Identifying potential historic districts which can provide a planning <br />basis for possible public improvements and city master planning. <br />On a local level, individual structures may be protected by <br />landmark ordinances while historic district legislation may place <br />controls not only on rehabilitation of older structures but also on <br />new buildings constructed within the district. <br />3. Recommendation _of. projects for adaptive uses which is the most <br />effective method of protection through mnaintaining or creating <br />economic viability for historic property. <br />4. Identification of civic awareness and educational programs which <br />can stimulate interest in preservation. <br />-4- <br />
