SURVEY GRANTS
National Register Survey Grants are annually
allocated by the Texas Historical Commission
to assist in the compilation of an inventory of
the State's cultural resources and to provide
basic planning data. These grants are allocated
from the National Register Annual Work Pro-
gram Grant awarded to the State of Texas by
the Department of the Interior. The Texas
Historical Commission, administrator of the
National Register Program in Texas, selects
surveys which will contribute to the State's
Preservation Plan and makes awards in con-
junction with the National Park Service, De-
partment of the Interior.
As with other grants awarded through the Texas
Historical Commission, survey grants must be
matched on a 50 -50 basis. Since the funding is
federal in origin, only non - federal monies may
be used as a match, with the exception of
Genera Revenue Sharing and Community De-
velopment Block Grant monies.
PRE - APPLICATION PROCEDURES
A signed National Register Survey Grant Pre -
Application Form must be submitted to the
Texas Historical Commission in order for a
nonprofit organization or governmental entity
to be eligible for a survey grant.
A pre - application for a Survey Grant need not
propose an elaborate project description with a
specific time schedule. The pre - application
should, however, briefly describe the need, the
proposed work, probable professionals, expected
costs with matching capabilities, anticipated
project duration, and any deadlines and specific
schedules the applicant must adhere to. If a
Survey Grant is awarded, a Project Proposal for
specific work based on a set time schedule will
be required for review and approval prior to
project commencement.
The deadline for receipt of these completed pre
applications is normally June 1st of each year.
GRANT AWARDS
Announcement of the Survey Grant awards
will be made by the Historical Commission a
early as possible in each fisc:r ,tar, but'
the actual date of this award is dependent upon
federal funding, it may vary from year to year.
Too rigid a time schedule for completion of
projects should therefore not be proposed.
Each grant award is contingent upon submittal
of an acceptable Project Proposal within two
months of the date of announcement. Grant
Awards for those projects failing to submit an
acceptable Project Proposal by this deadline
will automatically revert to the Texas Historical
Commission for reallocation to another worthy
project.
PROJECT PROPOSAL
A detailed description of what is to be accom-
plished with this grant award must be submitted
for the approval of the Texas Historical Commis-
sion prior to project implementation. This
Project Proposal should include:
(1) description of the existing circumstances
prompting the need for this survey
(2) Proposed scope of work, what can be
expected to be accomplished
(3) Project personnel and their professional
qualifications
(4) Budget Summary and a Detailed Budget
Breakdown and Narrative. A budget narrative
must be submitted with the proposed budget to
explain expenditures, by item. Calculations
justifying all entries should be shown. Identify
all sources of matching funds. Applicants must
match the amount requested with non - federal
cash funds on a 50 -50 basis.
NOTE: Cost associated with activities to influence
legislation pending before the Congress, commonly
referred to as "lobbying," are unallowable as charges to
the National Park Service Historic Preservation Fund.
These grants must conform to provisions of M USC
1913: "No part of the money appropriated by any
enactment of Congress, may be used directly or in-
directly to pay for any personal service, advertisement,
telegram, telephone, letter, printed or written matter,
or other device, intended or designed to influence in any
manner a Member of Congress, to favor or oppose, by
vote or otherwise, any legislation or appropriation by
Congress, whether before or after the introduction of
any bill or resolution proposing such legislation or
appropriation; but this shall not prevent officers or em-
ployees of the United States or its departments or
agencies from communicating to Members of Congress
on the request of any Member or to Congress, through
the proper official channels, requests for legislation or
appropriation which they deem necessary for the effi-
cient conduct of the public business."
