Vine, Assistant City Manager <br />SUBJECT: HOME PROGRAM BID ACCEPTANCE <br />DATE: November 14, 2022 <br />Background: Paris participates in the Texas Department of Housing and Community Affairs <br />(TDHCA) HOME program, which provides reconstruction of existing dilapidated owner occupied <br />housing for qualified persons. GrantWorks, Inc. administers the program for the City to ensure <br />grant compliance. To date, 12 Homes have been approved under this contract and 10 of those are <br />under construction. This is not related to the new HOME Program contract the City has recently <br />received. <br />Status of Issue: In October of 2022, requests for bids were issued by the City for the reconstruction <br />of the final two homes. Three (3) bids were received at the bid opening on November 8, 2022, one <br />from AT Construction (AT), one from RM Quality Construction (RMQ) and one from James W. <br />Turner Construction (JWTC). Bids were reviewed in accordance with grant requirements by <br />GrantWorks, Inc. A recommendation to accept the bid (bid tab attached) from RM Quality <br />Construction (RMQ) was made. Individual contracts will be entered into by the builder, City and <br />HOME Program applicants upon State approval. <br />Budget: The current available grant construction budget is $135,000 - $150,000. The City match <br />per home is 15% of construction costs. This will come in part from waived fees and demolition <br />services contributed by the City. The City budget for the program this fiscal year is $80,000.00. <br />1. Recommendation: Accept the base bid of $134,940.00 and bid alternates for the construction of <br />two -single family homes through the HOME Program from RM Quality Construction, and <br />authorize the City Manager to negotiate and execute all necessary documents. <br />
