Item No. 14 <br />Memorandum <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition for a Minor <br />Master Thoroughfare Plan Amendment temporarily removing the entire segment <br />of the proposed major arterial roadway between FM 195 and Lamar Avenue (TH <br />82, the `Delete All' option). <br />DATE: November 14, 2022 <br />BACKGROUND <br />Development Staff Team believes this classification, as shown on the plan between FM 195 and <br />Lamar Avenue (TH 82), is unrealistic as drawn (see attached exhibit). Staff believes the origin <br />of this segment of the plan pre -dates the majority of development in this portion of the city over <br />the past 30+ years. Staff strongly recommends that this entire segment be temporarily removed <br />in its entirety. This would afford plenty of additional time for the City to study this portion of the <br />future extension of the arterial out into the future growth area of the Northwest portion of the City <br />to accommodate new development over time. It will also afford an opportunity to allow recording <br />of the conditionally approved Whitaker Little Hollow Estates in order for lots to be sold. <br />RECOMMENDATION <br />At its meeting held on 11/7/22 the P&Z unanimously recommended approval of this change. <br />Staff recommends approval of the `delete all' agenda item for a Minor Master Thoroughfare Plan <br />Amendment temporarily removing the entire segment of the proposed major arterial roadway <br />between FM 195 and Lamar Avenue (TH 82). <br />Page 1 of 1 <br />
