Item No. 14 Memorandum TO: Mayor, Mayor Pro Tem and City Council Grayson Path, City Manager FROM: Andrew Mack, AICP Director Planning & Community Development SUBJECT: Public hearing to consider and take action regarding the petition for a Minor Master Thoroughfare Plan Amendment temporarily removing the entire segment of the proposed major arterial roadway between FM 195 and Lamar Avenue (TH 82, the `Delete All' option). DATE: November 14, 2022 BACKGROUND Development Staff Team believes this classification, as shown on the plan between FM 195 and Lamar Avenue (TH 82), is unrealistic as drawn (see attached exhibit). Staff believes the origin of this segment of the plan pre -dates the majority of development in this portion of the city over the past 30+ years. Staff strongly recommends that this entire segment be temporarily removed in its entirety. This would afford plenty of additional time for the City to study this portion of the future extension of the arterial out into the future growth area of the Northwest portion of the City to accommodate new development over time. It will also afford an opportunity to allow recording of the conditionally approved Whitaker Little Hollow Estates in order for lots to be sold. RECOMMENDATION At its meeting held on 11/7/22 the P&Z unanimously recommended approval of this change. Staff recommends approval of the `delete all' agenda item for a Minor Master Thoroughfare Plan Amendment temporarily removing the entire segment of the proposed major arterial roadway between FM 195 and Lamar Avenue (TH 82).
