ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A MINOR MASTER THOROUGHFARE PLAN AMENDMENT BY REMOVING THE ENTIRE SEGMENT OF THE PROPOSED MAJOR ARTERIAL ROADWAY BETWEEN FM 195 AND LAMAR AVENUE (US 82); PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, AND A SAVINGS CLAUSE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING AN EFFECTIVE DATE. WHEREAS, city staff has reviewed the classification and location of a proposed arterial roadway as shown on the Master Thoroughfare Plan ("MTP") between FM 195 and Lamar Avenue (US 82) as depicted in the attached Exhibit A, and believe it is unrealistic as drawn; and WHEREAS, city staff believes this segment of the MTP pre -dates the majority of development in this portion of the city over the past 30 plus years; and WHEREAS, city staff strongly recommends that this entire segment be temporarily removed in its entirety to afford time for the staff to study this portion of the future extension of an arterial roadway out into the future growth area of the northwest portion of the city to accommodate new development over time; and WHEREAS, at its November 7, 2022 meeting, after conducting a public hearing, the Planning and Zoning Commission unanimously recommended approval of the minor amendment to the MTP; and WHEREAS, at the November 14, 2022 meeting of the Paris City Council, the City Council, after conducting a public hearing, and having considered the recommendations of the Planning and Zoning Commission and the testimony and evidence introduced at said public hearing found and recommends approval of the minor amendment to the Master Thoroughfare Plan by removing the entire segment of the proposed major arterial roadway between FM 195 and Lamar Avenue (US 82); NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved. Section 2. That the Master Thoroughfare Plan be amended by removing the entire segment of the proposed major arterial roadway between FM 195 and Lamar Avenue (US 82) as shown on Exhibit A hereto which is incorporated herein by reference for all purposes.
