Item Nos. 15 & 16 <br />TO: Mayor, Mayor Pro Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Public hearing to consider and take action regarding the petition of Ryan <br />Whitaker for a Minor Master Thoroughfare Plan Amendment altering part of the <br />proposed minor arterial roadway section A-3, on LCAD Parcel 50201, in the <br />City of Paris, Block 317, Lot PT 10, A7 Askins Survey, located in the 2300 <br />Block of NE 36th Street. <br />-And- <br />Public hearing to consider and take action regarding the petition of the City of <br />Paris for a Minor Master Thoroughfare Plan Amendment altering part of the <br />proposed minor arterial roadway section A-3, on LCAD Parcel 50218, A7 Askins <br />Survey, Tract 8, located at 2330 NE 36th Street. <br />DATE: November 14, 2022 <br />BACKGROUND <br />At its 10/3/22 meeting the Planning & Zoning Commission tabled action for both these items. <br />Following that meeting, City Council also tabled action on these items pending action on the <br />previous agenda. The reasons were that the Development Staff Team believes this classification, <br />as shown on the plan between FM 195 and Lamar Avenue (TH 82), was unrealistic as drawn (see <br />attached exhibit). Staff believes the origin of this segment of the plan pre -dates the majority of <br />development in this portion of the city over the past 30+ years. Although Mr. Whitaker was <br />required to apply for the amendment, Staff strongly recommended that this entire segment be <br />temporarily removed in its entirety. This would afford plenty of additional time for the City to <br />study this portion of the future extension of the arterial out into the future growth area of the <br />Northwest portion of the City to accommodate new development over time. As seen in the <br />previous agenda item, this strategy was advanced as recommended by staff for approval by the <br />P&Z. <br />Original Background on these requests were as follows: <br />Staff has reviewed the above segment of the Master Thoroughfare Plan in relation to the approved <br />Little Hollow Estates 10 Lot Subdivision along 36th St. NE just South of Smallwood Rd. As <br />condition to plat approval by the City, the Master Thoroughfare Plan was required to be amended <br />Page 1 of 2 <br />
