Regular Council Meeting <br />November 14, 2022 <br />Page 10 <br />Access Businesses," to Chapter 5 "Business Regulations," of the City of Paris Code of <br />Ordinances. <br />Mr. Path said at the October 10th meeting, City Council heard presentations from Texas <br />Appleseed and United Way regarding credit access business and the abusive and predatory <br />lending practices that often occurs with the services they provide to members of the community <br />who were in financial straits. Mr. Path said City Staff obtained copies of CAB Ordinances, <br />including one produced by the Texas Municipal League nearly ten years ago. He also said the <br />TML version had already been litigated over the past ten years and after making a few slight <br />modifications based on versions approved by other municipalities, Staff presented a version they <br />recommended. Mr. Path said this was a two-step process, as Staff was recommending a public <br />hearing at the next Council meeting to allow businesses a chance to give input. <br />Mayor Portugal reminded everyone that most of these type businesses were owned from <br />people out of State. She said they were not trying to put them out of business but regulate the <br />businesses for the benefit of the citizens. Council Member Pankaj inquired how the City would <br />notify every one of these changes. Mr. Path said notification would be placed on the City's <br />website and every business would receive notification. Council Member Knox favored this item, <br />citing it had been well thought out. <br />30. Reconsider, discuss and possibly act on the refinement of the City of Paris' policy on the <br />demolition of homes as related to the 5 In 5 Neighborhood Revitalization Program. <br />Mayor Portugal said Council Member Savage had requested this item be placed back on <br />the agenda. Council Member Savage said he had spoken to Council Member Knox about this <br />and expressed that did not mean in any way that they were not working well together. He said <br />they just had a difference of opinion. Council Member Savage said he felt that citizens who <br />owned or rented property in Paris were investors of the City and he did not think that 5 In 5 <br />investors should get priority over regular investors. He said since the last meeting, he had <br />thought more about this subject and felt strongly that citizens deserved the same priority. <br />Council Member Knox said Council did receive the list as previously requested, but that not all <br />of the properties were on the list. Council Member Knox said she did not want to kill this idea <br />but perhaps get together, discuss and come up with something else. Council Member Savage <br />said he did not want to kill this either but would like for Council to work with Staff to come up <br />with something. He said the process should be fair for everyone. Mayor Portugal said at this <br />point, she did not think they were looking at a huge number and referenced properties on the list <br />from 2018 that had not been demolished. <br />Following additional discussion, Mayor Portugal asked if there was a Motion on this <br />item. Council Member Savage said discussion revealed the Council did not want to change this <br />item so he was willing to keep it as is. <br />31. Convene into executive session pursuant to Section 551.074 of the Texas Government <br />Code, to deliberate the appointment, employment, evaluation, reassignment, duties, <br />discipline, or dismissal of a public officer or employee as follows: annual evaluation of <br />the municipal judge. <br />
