Discuss and act on ORDINANCE NO. 2022-085: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, DIRECTING THE CITY ATTORNEY <br />TO REVISE THE HOME RULE CHARTER OF THE CITY OF PARIS IN <br />ACCORDANCE WITH PROPOSITION X, APPROVED BY VOTERS ON <br />NOVEMBER 8,2022; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />City Attorney Stephanie Harris explained Proposition X was the tool to authorize the <br />revisions to the City's Home Rule Charter, such as renumbering and rearranging all articles, and <br />sections. <br />A Motion to approve this item was made by Council Member Savage and seconded by <br />Council Member Moore. Motion carried, 6 ayes — 0 nays. <br />25. Discuss and act on RESOLUTION NO. 2022-069: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING TODD MITTGE AS <br />CITY ENGINEER AS RECOMMENDED BY THE CITY MANAGER IN <br />CONFORMANCE WITH SECTION 23 OF THE CITY CHARTER; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING <br />AN EFFECTIVE DATE. <br />City Manager Grayson Path explained the interview process, and announced his selection <br />for the City Engineer vacant position was Todd Mittge. Mr. Path introduced Mr. Mittge, who <br />briefly spoke about his background and that he was glad to be in Paris. <br />A Motion to confirm the appointment was made by Council Member Pankaj and <br />seconded by Council Member Knox. Motion carried, 6 ayes — 0 nays. <br />26. Receive presentation from Rob Vine with regard to outsourcing solid waste. <br />Assistant City Manager Rob Vine explained that after experiencing staff issues that <br />negatively affected the City's ability to consistently collect trash this summer, City Manager <br />Grayson Path worked with staff and City Council to transition from twice per week pickup to <br />once per week. Mr. Vine said Council had instructed staff to research all options for solid waste <br />collection service and report back at a later date. <br />Mr. Vine reported that staff and Mayor Pro -Tem Hughes met with Lynn Lantrip of Solid <br />Waste Specialists with regard to options. He said Mr. Lantrip could attend the January 23, 2023 <br />City Council meeting to provide a presentation as to options, along with the services SWC could <br />provide the City. City Manager Grayson Path said that this was not an action item and if City <br />Council wanted to explore options, staff would schedule Mr. Lantrip to provide a presentation to <br />
