(4) It connections on the sewer line outside of the above described prornives shall be at a rate negotiated between the wast risers and the party or parties having control of the sewer line at the time the connection is madc and if the customer is also a customer or becomes a customer of Larnar County Water Supply District, the Lamar County Water Supply District agrees to bill the customer for sc%ver service at the negotiated rate and promptly remit collections to the ity® and discontinue service in the event the Sewer bill is not paid by the customer in the same manner as provided in paragraph numbered 5. 7.
