(2) Prepare the budget and submit it to the council and be responsible for its administration after adoption. (3) Prepare and submit to the council at the end of the fiscal year a complete report on the finances and administrative activities of the city for the preceding year. (4) Keep the council advised of the financial condition and future needs of the city and make such recommendations as may seem to him or her desirable. (5) Perform such other duties as may be prescribed by this Charter or required of him or her by the council, not inconsistent with this Charter. § 3944 Absence of city manager. To perform his or her duties during his or her temporary absence or disability, the manager may designate by letter filed with the city clerk a qualified administrative officer of the city. § 40-Z Directors of departments. At the head of each administrative department there shall be a director, who shall be an officer of the city and shall have supervision and control of the department subject to the city manager. Two or more departments may be headed by the same individual, the manager may head one or more departments, and directors of departments may also serve as chiefs of divisions. § 41-3 Departmental divisions. The work of each administrative department may be distributed among such divisions thereof as may be established determined by the gfty managers and: thereof, the gfty manager may establish temporary divisions. The fiscal year of the City of Paris shall begin on the first day of October and shall end on the last day of September of each calendar year. Such fiscal year shall also constitute the budget and accounting year.
