Phillip Cecil announced the next item on the agenda was consideration <br /> of and action on adoption of the Mission Statement of the Paris <br /> Economic Development Corporation. <br /> <br /> The question of including Lamar County in the Mission Statement was <br /> discussed, and City. Attorney Haynes advised that under special <br /> circumstances there can be something done outside the city limits, but <br /> this is primarily a Paris, Texas deal. The people of Paris, Texas are <br /> the one's that support the matter of the taxes collected inside the <br /> City of Paris; however, the law permits under special circumstances <br /> doing other things, but if something was done in Lamar County, it would <br /> be for the purpose of promoting these things inside the City, and it <br /> would have to be under the circumstances that the law permits. <br /> <br /> Mr. Clifford said that anything that promotes economic growth out in <br /> the county, for example if there is a form of industry that needs to be <br /> located out in the county for discharge into Red River or being close <br /> to Pat Mayse Lake would in all circumstances always benefit the people <br /> in the City of Paris. <br /> <br /> City Attorney Haynes advised that in that instance we were prepared to <br /> extend an economic development zone to the Red River. <br /> <br /> Mr. Cecil wanted to know if it was beyond the charge of this Board to <br /> expand the Mission Station to read - The Economic Base and Quality of <br /> Life in Paris and Lamar County Texas. <br /> <br /> City Manager Malone told the Board that this is the Mission Statement <br /> that was adopted by the City Council, and they did discuss the matter <br /> of including Lamar County. City Manager further advised that it might <br /> be open for amendment if the Board recommended it. <br /> <br /> A motion was made by Mr. Clifford, seconded by Mr. Bray for adoption of <br /> the Mission statement as presented. The motion carried 5 ayes, 0 nays. <br /> <br /> A motion was made by Mr. Clifford to recommend to the City Council to <br /> reexamine the Mission Station with the idea of expanding the last <br /> phrase to include in Paris and Lamar County Texas. The motion carried <br /> 5 ayes, 0 nays. <br /> <br /> President Cecil called consideration of and action on adopting the <br /> Paris Economic Development Corporation Bylaws. <br /> <br /> The Bylaws were read and reviews by the Board, and after discussion, a <br /> motion was made by Mr. Fendley, seconded by Mr. Clifford for approval <br /> of the Bylaws of the Economic Development Corporation. The motion <br /> carried 5 ayes, 0 nays. <br /> <br /> There being no further business, the meeting adjourned. <br /> <br /> PHILLIP R.
