City of Paris v. Essent Healthcare B. Houchins v. City of Paris Mayor Portugal said the city attorney was not at the meeting due to illness. She announced that the City would be consulting with outside litigation attorneys, both in person and by telephone as permitted by the Texas Open Meetings Act. Council Member Pankaj said he had a conflict with regard to the lawsuit involving Essent Healthcare and asked that he be recused from discussing that item. A Motion to recuse Council Member Pankaj from discussion of Essent Healthcare was made by Council Member Pilgrim and seconded by Council Member Knox. Motion carried, 5 ayes — 0 nays. Mayor Portugal convened City Council into executive session at 7:38 p.m. Council Member Pankaj left the executive session at 8:28 p.m. 32. Reconvene into open session`and possibly take action on matters discussed in executive session. Mayor Portugal reconvened City Council into open session at 9:07 p.m. A Motion to return Council Member Pankaj to the meeting was made by Council Member Pilgrim and seconded by Council Member Knox. Motion carried, 4 ayes — 0 nays. Council Member Pankaj returned to open session at 9:07 p.m. With regard to real property discussed in executive session, a Motion to authorize PEDC to proceed with finalizing the purchase of land was made by Council Member Pankaj and seconded by Council Member Knox. Motion carried, 5 ayes — 0 nays.
