Item No. 25 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition of the City of <br />Paris for a Master Thoroughfare Plan Amendment as adopted on October 8, <br />2018 as follows: <br />• C-8 to be amended in part <br />• C-8 (a) to be added <br />• C-8 (b) to be added <br />• C-8 (c) to be added <br />• C-8 (d) to be added <br />• A-8 to be amended in part <br />DATE: January 23, 2023 <br />BACKGROUND <br />At its 10/3/22 and 11/7/22 meetings the Planning & Zoning Commission held discussions <br />regarding updating and amendments to the Master Thoroughfare Plan. The last action to be <br />approved by the P&Z and Council was to delete the planned future arterial roadway (4 lane <br />highway) shown between FM 195 and Lamar Avenue (TH 82). It 'was deemed unrealistic as <br />originally drawn in relation what has been constructed over several decades. <br />Since this time Staff has continued to work on analyzing areas in the Northeast Quadrant of <br />the City where continued new development interest is occurring. This area studied includes <br />proposed revisions for the area between Main Street North (TH 271) and the Stillhouse Road <br />area midpoint between FM 195. A slight revision is proposed with the future arterial roadway <br />A-8 that would intersect with Lake Crook Road to better align with the intersection and <br />continuing straight East until its intersection with Stillhouse Road. This would remove impacts <br />on large lot constructed home sites in this vicinity. Further analysis will need to be conducted <br />over the coming year to determine how best to continue this future route further beyond to the <br />East portion of the City. There is also a series of slight adjustments shown to the collector <br />roadways shown through this area C-8 a thru d. In this regard, an initial draft map was produced <br />for the hearing notices that was dated 12/15/22. Since that time a revision was completed to <br />the drawing which was the previous map that was considered for the hearing at the P&Z <br />meeting on 1/3/23.
