completed for the new North Lamar Elementary School. These lines shown on the map are <br />intended only to show the approximate location of where the roadway may be constructed <br />when development occurs. Each time a property is planned for development the Future <br />Thoroughfare Plan will be used as a guide for the City to work with developers to determine <br />what will actually be the best route for the roadway to be constructed within the development <br />in order to make sure it functions well for the development, yet still provides for continuity <br />with the remainder of the planned roadway network. No planned acquisition of property is <br />considered a part of the plan update. No roadway construction by the City is planned as a part <br />of this plan update. The plan is used, however, to determine required ROW dedication each <br />and every time a plat is presented to the City for approval. <br />INPUTS <br />During the public hearing conducted by the P&Z on 1/3/23 there was considerable discussion <br />and questions answered about the purpose and intent of the City having a Master Thoroughfare <br />Plan. In initiating these changes Staff determined, based upon past input given by property <br />owners, it was best to provide property owner notifications of the parcels which are affected <br />by the proposed changes. This allows the City to remain proactive when working with its <br />citizens concerning future planning in the community. A prime example in this situation is the <br />input that was received from Ryan and Shanna Schmidt. They provided a very articulate <br />response in objection to the plan. I was able to have a conversation with them in advance of <br />the meeting which is what resulted in our Development Review Team responding with a slight <br />re -drawing of the original plan map. The change that resulted eliminates a portion of the North- <br />South C -8b line route through large lot homes sites while being able to rely on the Stillhouse <br />Road segment for connectivity. During the hearing there was also further discussion about <br />making further changes to the revised New Line C-8 to further lessen impacts upon land owned <br />by John Curvino who testified with objections at the hearing. This is the 2„ d revision to the <br />original map sent out to the land owners now before the City Council on the map dated 1/4/23. <br />All other feedback received from the public, including Tommy Hannes whose family owns <br />large tracts of land West of Stillhouse Road and Bobby Smallwood with a large rural lot on <br />Stillhouse Road expressed strong support for the proposed changes. A meeting was also held <br />with North Lamar ISD representatives on 1/3/23 the morning of the hearing to brief them on <br />the proposed changes as well. They were in full support of the City's initiative, but did express <br />concerns about the condition and capacity of Stillhouse road to handle continued development <br />in the area, including their plans for continued new school construction in the future. These <br />will be important discussions the City will have to have with developers over time in this area. <br />RECOMMENDATION <br />Staff and the P&Z recommends approval of the above described amendments to the Master <br />Thoroughfare Plan as shown in the attached revised plan map dated 1/4/23. <br />Page 2 of 2 <br />
