ORDINANCE NO. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />TEXAS, APPROVING AMENDMENTS TO THE MASTER <br />THOROUGHFARE PLAN IN THE NORTHEAST QUADRANT OF THE <br />CITY; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO <br />THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. <br />WHEREAS, city staff has reviewed the proposed Master Thoroughfare Plan in <br />relation to the area between Main Street (Texas Hwy 271) and the Stillhouse Road <br />area midpoint between FM 195; and <br />WHEREAS, staff undertook this review in connection with and in anticipation <br />of new development in this area; and <br />WHEREAS, staff has recommended to the Planning and Zoning Commission <br />slight changes to the Master Thoroughfare Plan set forth in the Map contained in <br />Exhibit A attached hereto and incorporated herein by reference; and <br />WHEREAS, at its January 3, 2023 meeting, after conducting a public hearing, <br />the Planning and Zoning Commission recommended approval of same; and <br />WHEREAS, at the January 23, 2023 meeting of the Paris City Council, the City <br />Council, after conducting a public hearing, and having considered the <br />recommendations of the Planning and Zoning Commission and the testimony and <br />evidence introduced at said public hearing approved the Amendments to the Master <br />Thoroughfare Plan set forth in Exhibit A hereto, by a vote of yeas and nays; <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY <br />OF PARIS, TEXAS: <br />Section 1. That the findings set out in the preamble to this ordinance are <br />hereby in all things approved. <br />Section 2. That Amendments to the Master Thoroughfare Plan as shown in <br />Exhibit A hereto are hereby approved. <br />Section 3. That all provisions of the ordinances of the City of Paris, Texas in <br />conflict with the provisions of this ordinance are hereby repealed, and all other <br />provisions of the ordinances of the City of Paris not in conflict with the provisions of <br />this ordinance shall remain in full force and effect. <br />Section 4. That the repeal of any ordinance or part of ordinances affected by <br />the enactment of this ordinance shall not be construed as abandoning any action now <br />pending under or by virtue of such ordinance or as discontinuing, abating, modifying, <br />or altering any penalty accruing or to accrue, or as affecting any rights of the <br />
