Regular Council Meeting <br />January 23, 2023 <br />Page 4 <br />Planning Director Andrew Mack explained the change in zoning was consistent with the <br />previous FLUM amendment, and the proposed use would serve as an appropriate transitional <br />land use between more intensive commercial development to the north and single-family areas to <br />the south. He said that the Planning and Zoning Commission and staff recommended approval <br />of this item. <br />Mayor Portugal opened the public hearing and asked for anyone wishing to speak about <br />this item to please come forward. With no one speaking, Mayor Portugal closed the public <br />hearing. <br />A Motion to approve this item was made by Council Member Pankaj and seconded by <br />Council Member Pilgrim. Motion carried, 7 ayes — 0 nays. <br />24. Discuss, conduct a public hearing and act on an Ordinance approving Amendments to the <br />Master Thoroughfare Plan in the Northeast Quadrant of the City. <br />Mr. Mack explained that at the Planning& Zoning Commission meetings of October 3 <br />and November 7, they had held discussions regarding updating and making amendments to the <br />Master Thoroughfare Plan. He said the last action to be approved by the P&Z and Council was <br />to delete the planned future arterial roadway between FM 195 and Lamar Avenue, because it was <br />unrealistic in relation to what had been constructed over several decades. Mr. Mack also said <br />since that time, Staff continued to work on analyzing areas in the Northeast Quadrant of the City <br />where continued new development interest was occurring. He said the area studied included <br />proposed revisions for the area between Main Street North and the Stillhouse Road were <br />midpoint between FM 195. He also said a slight revision was proposed with the future arterial <br />roadway A-8 that would intersect with Lake Crook Road to better align with the intersection and <br />continuing straight East until its intersection with Stillhouse. Mr. Mack said there were a series <br />of slight adjustments shown to the collector roadways through the C-8 thru d area. Mr. Mack <br />
