Mr. Path reported that the three partners in this project would like to entertain contract with Dead Cat Media, a local firm, to assist them with this branding manager role. He said they had the expertise, experience, and knowledge they felt would give them success in rolling this new brand and marketing out to the public. It was a consensus of the City Council for the City to engage the services of Dead Cat Media to serve as a branding manager. Mr. Path said he would bring a contract to the Council at their February 13th City Council meeting. 29. Mr. Vine said the Community Development and Planning Departments proposed to apply for the TxCDBG grant to complete a project that would improve services in a low to moderate income areas within the City of Paris. He explained the project was to replace aging sewer infrastructure in the Northwest section of the City, specifically 30th and 31St N.W. and Graham, and stretching north from Graham approximately 750 feet and then northwest to 28th N.W. for another 1,250 feet. He said the current line consisted of an eight inch clay tile pipe and the plan was to capsize to a 10 inch PVC pipe to better serve the area. Mr. Vine also said this year's opening for grant funding provided for a total project scope of up to $500,000.00 in estimated cost and of that amount the State portion was 85% with 15% being the local match, which was $75,000.00.
