Regular Council Meeting <br />January 23, 2023 <br />Page 6 <br />Mr. Lantrip explained outsourcing would result in reduced maintenance expenses and <br />would increase efficiency. He said residential -only proposals would limit competition, because <br />it would be too expensive to set up shop and would be limited to one competitor. Mr. Lantrip <br />also said to increase competition they would need to consider placing service lines under City <br />Control, and an RFP for all services would render the City pricing leverage and residential rates <br />would be reduced. Mr. Lantrip said their firm had an experience level that would allow them to <br />look behind the scenes citing 40 years of service in the solid waste field. He reviewed six focus <br />points, the process and said their fee of $39,940 or $41,428 would be paid by the company who <br />was awarded the contract. He explained they would prepare the RFP, contract, be responsible <br />for pre-bid coordination, proposal evaluation and recommendation, finalist interviews, council <br />presentation and contract negotiation. <br />Council Member Knox inquired about the number of positions. Public Works Director <br />Michael Smith said there were eleven sanitation workers with the majority of that number being <br />tem-pbfffyworkers. Council Member Pilgrim inquired about the n'Mber of'trucks; arid`Mr. Path <br />iey_had seven trucks. Mr. Path said this was a multi -step process and they could bring back more <br />information or if Council wanted to table it, they could do so. City Council discussed tabling the <br />item. Mayor Portugal said she wanted to proceed in getting information, as did Council <br />Member. Council Member Pilgrim said if they proceed tonight it would not be a final decision <br />but simply exploring options and the next step would be to obtain fiscal information. Mr. Path <br />explained if they wanted to do a contract with SWS and go out for bids, they could do so. He <br />said this would not be final until such time a bid was awarded and a contract was signed with a <br />company for outsourcing solid waste services. Council Member Pankaj, Council Member <br />Savage and Mayor Pro -Tem Hughes said they were in agreement. Mr. Path said he would meet <br />with Mr. Lantrip and get a contract together for consideration of Council, so that they could <br />explore options. <br />28. Discuss and provide direction to the City Manager regarding Dead Cat Media serving as <br />a branding manager. <br />Mr. Path said in February of 2022, the City of Paris partnered with the Paris Economic <br />Development Corporation and Paris -Lamar County Chamber of Commerce to contract with <br />North Star consulting to perform a branding and marketing project for all three entities.
