MINUTES OF THE PLANNING & ZONING COMMISSION MEETING <br />OF THE CITY OF PARIS, TEXAS <br />FEBRUARY 06, 2023 <br />The Planning & Zoning Commission of the City of Paris met for a regular session at 5:30 <br />p.m. on Monday, February 06, 2023, in the City Hall, Council Chambers, 107 East Kaufman, Paris, <br />Texas. <br />Present: Board Members: Francine Neeley, Chance Abbott, Michael Mosher, <br />Clifton Fendley Austin Anthony, Tylesha Ross -Mosley, <br />Sims Norment <br />City Representatives: Andrew Mack, Triniti Frazier, Robert Vine, Clyde <br />Crews, Mayor Paula Portugal <br />Absent: Board Members:. N/A <br />Call meeting to order. <br />Chairman Clifton Fendley called the meeting to order at 5:30 p.m. <br />2. Citizens' Forum. <br />Ray Pierson, 1975 E Cherry Street, spoke in regards to the drainage issues that impacts <br />several parcels and asks that the City restrict permits until issues resolved. <br />3. Approve minutes from the meeting of January 03, 2023, <br />A Motion to approve this item was made by Board Member Austin Anthony and seconded <br />by Board Member Chance Abbott. Motion carried, 7 ayes — 0 nays. <br />4. Discuss and act on the petition of Chad Stephens on behalf of Kenda Taylor for a <br />Comprehensive Plan Amendment from Low Density Residential (LDR) to Commercial <br />(C) in Jefferson Heights, Block A, Lot 1 and Lot 22, located in the 3800 Block of SE Loop <br />286 and part of 3755 Jefferson Rd. (0.202 acre)- LCAD 12424 and 22151. <br />Mack states this intersection is well situated for new commercial development. The <br />purchaser is aware of the additional measures that will be required to adequently screen <br />and buffer the differing adjoining land uses. During the public hearing, Chad Stephens and <br />David Taylor spoke in favor of the petition. Judith Malone spoke in opposition citing <br />concerns regarding the water abatement plan across the southern part of the city. <br />A Motion to approve this item was made by Board Member Sims Norment and seconded <br />by Board Member Austin Anthony. Motion carried, 7 ayes — 0 nays. <br />
