The change in <br />zoning will be consistent with the previous FLUM amendment and further the City's goal for <br />construction of new infill development. Mack recommends approval for rezoning. During the <br />public hearing, Ray Pierce asked if the City arborist had approved permits for the tree <br />removal at this site. <br />A Motion to approve this item was made by Board Member Austin Anthony and seconded <br />by Board Member Sims Norment. Discuss and act on the petition of P -Town Property Holdings LLC for a Comprehensive Plan <br />Amendment from Low Density Residential to Medium Density Residential (MDR) in the City <br />of Paris, Block 258-A, Lot 2A, located at 410 NE 20th Street- LCAD 18256. <br />Mack states medium density land uses at the intersection of arterial and collector roadways <br />serve as transitional land use buffers to a busy street intersection. This development is planned <br />as a 5 -in -5 infill housing development. Mack recommends approval of the amendment. During <br />the public hearing citizens Judith Malone, Paula Portugal, Reeves Hayter, Brandon Del Torro, <br />Ray Pierce, and Ryan Richardson all cited concerns about drainage problems that have been <br />overwhelming for many years. Mack advised the storm water plan will be reviewed carefully <br />to make sure it is not increased. Tim Risinger and Bailey Asay, owner/applicants state they <br />will assure that drainage will be addressed. <br />A Motion to approve this item was made by Board Member Chance Abbott and seconded by <br />Board Member Sims Norment. Motion carried, 7 ayes — 0 nays. <br />10. Discuss and act on the petition P -Town Property Holdings LLC for a zoning change from a <br />One -Family Dwelling District No. 2 (SF -2) to a Multiple -Family Dwelling District No. 1 <br />(MF -1) in the City of Paris, Block 258-A, Lot 2A, located at 410 NE 20th Street- LCAD <br />18256. <br />Mack states the plans are to develop the site for duplex housing. The existing house on the <br />site will be demolished. This development will further the City's goals for construction of <br />new 5 -in -5 infill housing. Input was received from two citizens that utilized our online <br />request tracker through MyGov with concerns regarding downstream flooding to Lamar Ave. <br />The area south of this subject property is within the floodplain. Mack further states the City's <br />engineering staff will evaluate the drainage and address mitigation plans. Mack recommends <br />approval for the rezoning. <br />A Motion to approve this item was made by Board Member Sims Norment and seconded by <br />Board Member Michael Mosher.
