ORDINANCE NO. 2023-018 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 4, ARTICLE 4.02, "CONSTRUCTION CODES AND STANDARDS," TO REPEAL THE ADOPTION OF THE 2015 EDITIONS OF THE INTERNATIONAL BUILDING CODE, THE INTERNATIONAL RESIDENTIAL CODE, THE INTERNATIONAL EXISTING BUILDING CODE, THE INTERNATIONAL PLUMBING CODE, THE INTERNATIONAL FUEL GAS CODE, AND THE INTERNATIONAL MECHANICAL CODE AND ADOPTING THE 2021 EDITIONS OF SAME; TO REPEAL THE ADOPTION OF THE 2014 NATIONAL ELECTRICAL CODE; TO ADOPT THE 2021 EDITIONS OF THE INTERNATIONAL BUILDING CODE, INTERNATINAL EXISTING BUILDING CODE, INTERNATIONAL RESIDENTIAL CODE, THE INTERNATIONAL PLUMBING CODE, THE INTERNATIONAL FUEL GAS CODE, AND THE INTERNATIONAL MECHANICAL CODE; TO ADOPT THE 2020 EDITION OF THE NATIONAL ELECTRIC CODE; AND TO AMEND SECTION 4.02.231 OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS REGARDING AN AMENDMENT TO SECTION 102.7 OF THE 2021 INTERNATIONAL PROPERTY MAINENANCE CODE REGARDING HISTORIC BUILDINGS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of Paris has previously adopted the 2015 Editions of the International Building Code, the International Residential Code, the International Existing Building Code, the International Plumbing Code, the International Fuel Gas Code, and the International Mechanical Code as well as the 2014 National Electrical Code; and WHEREAS, the City Council has adopted the 2021 International Property Maintenance Code for properties in the downtown Historic District; and WHEREAS, the International Code Council updates its uniform International Codes every three years, the last such update occurring in 2 02 1; and WHEREAS, new and updated construction and fire codes are necessary to properly regulate and govern the conditions and maintenance of all property, buildings, and structures; to provide the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and to provide for the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures in the City of Paris; and, WHEREAS, the City Engineer and Building Inspector hereby recommend the 2021 International Building Code, the International Residential Code, the International Existing Building Code, the International Plumbing Code, the International Fuel Gas Code, the 1
