ORDINANCE NO. 2023-018 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING CHAPTER 4, ARTICLE 4.02, "CONSTRUCTION CODES AND <br />STANDARDS," TO REPEAL THE ADOPTION OF THE 2015 EDITIONS OF <br />THE INTERNATIONAL BUILDING CODE, THE INTERNATIONAL <br />RESIDENTIAL CODE, THE INTERNATIONAL EXISTING BUILDING CODE, <br />THE INTERNATIONAL PLUMBING CODE, THE INTERNATIONAL FUEL GAS <br />CODE, AND THE INTERNATIONAL MECHANICAL CODE AND ADOPTING <br />THE 2021 EDITIONS OF SAME; TO REPEAL THE ADOPTION OF THE 2014 <br />NATIONAL ELECTRICAL CODE; TO ADOPT THE 2021 EDITIONS OF THE <br />INTERNATIONAL BUILDING CODE, INTERNATINAL EXISTING BUILDING <br />CODE, INTERNATIONAL RESIDENTIAL CODE, THE INTERNATIONAL <br />PLUMBING CODE, THE INTERNATIONAL FUEL GAS CODE, AND THE <br />INTERNATIONAL MECHANICAL CODE; TO ADOPT THE 2020 EDITION OF <br />THE NATIONAL ELECTRIC CODE; AND TO AMEND SECTION 4.02.231 OF <br />THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS REGARDING <br />AN AMENDMENT TO SECTION 102.7 OF THE 2021 INTERNATIONAL <br />PROPERTY MAINENANCE CODE REGARDING HISTORIC BUILDINGS; <br />MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE DATE. <br />WHEREAS, the City of Paris has previously adopted the 2015 Editions of the <br />International Building Code, the International Residential Code, the International Existing <br />Building Code, the International Plumbing Code, the International Fuel Gas Code, and the <br />International Mechanical Code as well as the 2014 National Electrical Code; and <br />WHEREAS, the City Council has adopted the 2021 International Property <br />Maintenance Code for properties in the downtown Historic District; and <br />WHEREAS, the International Code Council updates its uniform International Codes <br />every three years, the last such update occurring in 2 02 1; and <br />WHEREAS, new and updated construction and fire codes are necessary to properly <br />regulate and govern the conditions and maintenance of all property, buildings, and <br />structures; to provide the standards for supplied utilities and facilities and other physical <br />things and conditions essential to ensure that structures are safe, sanitary and fit for <br />occupation and use; and to provide for the condemnation of buildings and structures unfit <br />for human occupancy and use and the demolition of such structures in the City of Paris; and, <br />WHEREAS, the City Engineer and Building Inspector hereby recommend the 2021 <br />International Building Code, the International Residential Code, the International Existing <br />Building Code, the International Plumbing Code, the International Fuel Gas Code, the <br />1 <br />
