MINUTES OF THE PLANNING & ZONING COMMISSION MEETING <br />OF THE CITY OF PARIS, TEXAS <br />APRIL 03, 2023 <br />The Planning & Zoning Commission of the City of Paris met for a regular session at 5:30 p.m. on <br />Monday, April 03, 2023, in the City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. <br />Present: Board Members: Chance Abbott, Clifton Fendley, Michael Mosher, <br />Tylesha Ross -Mosley, Sims Norment <br />City Representatives: Todd Mittge, City Engineer; Triniti Frazier, <br />Development Coordinator; Robert Vine, Assistant <br />City Manager; Clyde Crews, Fire Marshal; Mayor <br />Paula Portugal <br />Absent: Board Member(s): Francine Neeley, Austin Anthony <br />1. Call meeting to order. <br />Chairman Clifton Fendley called the meeting to order at 5:30 p.m. <br />2. Citizens' Forum. <br />The citizens' forum was declared open. With no one speaking, the forum was declared <br />closed. <br />3. Approve minutes from the meeting of March 06, 2023. <br />A Motion to approve this item was made by Board Member Michael Mosher and seconded <br />by Board Member Tylesha Ross -Mosley. Motion carried, 4 ayes — 0 nays. <br />4. Consideration of and action on the Preliminary Plat of the Springlake #6 Addition, Lots 1, <br />11, Block G, and Lots 1-27, Block H, LCAD Property 18277, located in the 3000 Block of <br />Briarwood. <br />Todd Mittge states the engineering staff recommends approval with the following noted <br />condition: <br />1. A zoning change shall be applied for and approved to amend the existing PD (Planned <br />Development) district before the filing of a final plat (Chapter 9A, Section V, (10)) <br />2. The title or the intended reading of the title of the proposed subdivision may be already in use <br />by parcel 403316 called out on this plat as "Landers CC# 1373/119". City staff have not been <br />able to verify that the plat establishing this subdivision has been recorded, however. If the <br />subdivision using the title "Springlake Estates Phase 6" is indeed a plat of record then the title of <br />this plat shall be updated accordingly. Also, the title of this submission is "Springlake #6". If it is <br />meant that this plat is to be the sixth phase of the Springlake Estates subdivision then the title <br />shall be updated to conform to the rest of the said subdivision. Otherwise, a new title shall be <br />chosen to prevent confusion. (Chapter 9A, Section IV, (3)) <br />
