Item No. 12 <br />TO: Mayor, Mayor Pro -Tem and City Council <br />Grayson Path, City Manager <br />FROM: Andrew Mack, AICP Director Planning & Community Development <br />SUBJECT: Conduct a public hearing and take action regarding the petition of Chance <br />Abbott/Abbott Ventures, LLC for a zoning change from a Central Area District <br />(CA) to a Commercial District (C) in the City of Paris, Block 39, Lot 4, located <br />at 111 E Price Street, LCAD 14002. <br />MTG. DATE: May 22, 2023 <br />BACKGROUND <br />The applicant requested a rezoning change from CA to C. There are plans to renovate a former body shop <br />and salvage yard into a contractor office, shop and outdoor equipment storage laydown yard. The <br />proposed use is prohibited in the CA District, hence the requested change as a use permitted by right in <br />the C District. A full remodeling of the former body shop building is proposed which has become run <br />down over the years and has now been vacant for quite some time. At its May 1, 2023 meeting the P&Z <br />recommended approval of the rezoning to City Council. <br />ANALYSIS <br />The subject property is zoned CA, is guided for General Retail on the Future Land Use Map (FLUM) and <br />is a vacant building with a fenced outdoor storage yard. Substantial clean-up of the property by the new <br />owners has occurred since the body shop and salvage operation were closed. The site does not share <br />characteristics of the majority of properties in the downtown CA District with buildings fully occupying <br />entire parcels and fronting directly onto a sidewalk. Rather it can be expected that the site will be re -used <br />or redeveloped with commercial characteristics similar to other uses in the Pine Bluff/North Main <br />Corridor with room for oft -street parking and storage for other items outside the building such as <br />equipment, trailers, dumpsters, etc. <br />• The land to the West is zoned CA, is guided for Public Lands & Institutional, and is a county <br />parking lot. <br />• The land to the North is zoned CA, is guided for General Retail, & are vacant lots. <br />• The land to the East is zoned CA, is guided for General Retail, and is a condemned single-family <br />home at 123 Price Street East and 2 non -conforming single-family homes at 137 Price St. E. & 221 <br />2°d St. NE. <br />• The land to the South is Zoned CA, is guided for General Retail, and is a vacant commercial <br />building with off-street parking. <br />
