MINUTES OF THE PLANNING & ZONING COMMISSION MEETING <br />OF THE CITY OF PARIS, TEXAS <br />MAY 01, 2023 <br />The Planning & Zoning Commission of the City of Paris met for a regular session at 5:30 p.m. on <br />Monday, April 03, 2023, in the City Hall, Council Chambers, 107 East Kaufman, Paris, Texas. <br />Present: Board Members: Francine Neeley, Chance Abbott, Clifton Fendley, Austin <br />Anthony, Tylesha Ross -Mosley <br />City Representatives: Todd Mittge, City Engineer; Andrew Mack, City <br />Planner; Triniti Frazier, Development Coordinator; <br />Robert Vine, Asst. City Manager; Clyde Crews, Fire <br />Marshal; Mayor Paula Portugal <br />Absent: Board Member(s): Michael Mosher, Sims Norment <br />1. Call meeting to order. <br />Chairman Clifton Fendley called the meeting to order at 5:30 p.m. <br />2. Citizens' Forum. <br />The citizens' forum was declared open. Paula Portugal thanked the Planning Commission <br />for their time and work on this committee. With no one else speaking, the forum was <br />declared closed. <br />3. Approve minutes from the meeting of April 03, 2023. <br />A Motion to approve this item was made by Board Member Tylesha Ross -Mosley and <br />seconded by Board Member Austin Anthony. Motion carried, 5 ayes — 0 nays. <br />4. Conduct a public hearing and take action regarding the petition of Chance Abbott/Abbott <br />Ventures, LLC for a zoning change from a Central Area District (C) to a Commercial District <br />(C) in the City of Paris, Block 39, Lot 4, located at 111 E Price Street, LCAD 14002. <br />Chance Abbott recused himself from this item. <br />Andrew Mack, City Planner states the applicant has entered into agreement to sell the <br />property. The prospective buyer is intending to open up a contractor office with exterior <br />outside storage in the existing fenced enclosed area. The current zoning does not allow that <br />use in this particular location. Two input forms were received with Bobby Smallwood in <br />favor and former Mayor Steve Clifford opposed. Mack states he recommends approval of <br />the zoning change to a Commercial District. <br />Chance Abbott, 3475 Audubon is the current property owner of the subject lot. He states <br />this area has been dilapidated for some time now. The prospective buyer will improve this <br />
