Planning & Zoning Commission Meeting <br /> <br />Page 2 <br />property with a $200k investment that will hopefully encourage new businesses in this <br />area. With no one else speaking the public hearing was declared closed. <br />A Motion to approve this item was made by Board Member Clifton Fendley and seconded <br />by Board Member Francine Neeley. Motion carried, 4 ayes — 0 nays. <br />5. Conduct a public hearing and take action regarding the petition of Ross Moore/War Horse <br />Limited, LLC for a'zoning change from a One -Family Dwelling District No. 2 (SF -2) to a <br />Commercial District (C) in the City of Paris, Block 320, Lots 1 and IA, located at Loop 286 <br />and NE 20th/Hickory Street- LCAD 18793 and 18794. <br />Andrew Mack, City Planner states the applicant has not submitted a specific plan at this <br />time. The applicant is requesting to change the two parcels into commercial zoned lots. <br />One parcel has an existing residential home and the other is a vacant lot adjacent to the <br />home. There are single family residences to the south and east of this property. As a result, <br />there will be some screening requirements for the proposed pools and spa displays. Mack <br />states he had discussion with the business owner regarding coming in to meet with staff <br />outlining their plan and layout. Typically we have an opportunity to have a pre - <br />development meeting but in this case we did not have an opportunity to do that. The Loop <br />frontage is anticipated to be developed as commercial and the guide plan calls for that. <br />Mack recommends approval of the zoning change to a Commercial District. Two input <br />forms were received from Bryan Glass and Nathan Jordan in favor of the request. <br />The public hearing was declared open. Ross Moore, 3755 FM 195 is the property owner. <br />He states for right now this is an investment property. He wants to put some pool shells out <br />there to advertise with some signage. Moore further states that after the TXDOT/Loop 286 <br />improvements are finalized then a final site plan will be determined on this property. Moore <br />distributed pictures to Commissioners showing the placement for four swimming pools <br />that will stand on a metal structure like an easel for pools. Timothy Sahs, property owner <br />at 2430 E Hickory, spoke for him and two other property owners that live on this street. <br />Sahs states that they are nervous about this change and there is already too much traffic on <br />this street. Their concern is the nice house on LCAD 18794 being rezoned to Commercial <br />because it could be a gas station in the future. They are not concerned about the adjacent <br />parcel LCAD 18793 being rezoned. With no one else speaking, the public hearing was <br />declared closed. <br />A Motion to approve this item was made by Board Member Austin Anthony and seconded <br />by Board Member Chance Abbott. Board Members Francine Neeley and Tylesha Ross - <br />Mosley were opposed. Motion carried, 3 ayes — 2 nays. <br />6. Conduct a public hearing and take action regarding the petition of Mike Clark/Springlake <br />Baptist Church for a zoning change from a One -Family Dwelling District No. 2 (SF -2) to <br />a Multiple -Family Dwelling District (MF -2) in the City of Paris, Block 311, Part of Lot 11 <br />(6.9 acres), located at 3500 Clarksville Street, LCAD 102295. <br />
