Page 5 <br />Mack states the applicant plans to construct a new duplex after demolishing the single-family <br />home. If the proposed land use amendment is approved then the rezoning will be consistent. <br />Mack recommends approval of the zoning change. <br />The public hearing was declared open. Alvin Atwood, 2419 Bonham Street states his concern <br />is a lot of out-of-town investors are coming in and increasing the rental rates. He is reluctant <br />with turning all of this nice area to duplexes for out of towners to come in and get rich off of <br />Paris citizens. With no one else speaking the public hearing was declared closed. <br />A Motion to approve this item was made by Board Member Austin Anthony and seconded <br />by Board Member Chance Abbott. Motion carried, 5 ayes — 0 nays. <br />16. Conduct a public hearing and take action regarding the petition of the City of Paris for a <br />zoning map amendment, creating the HD -19 Historic District Overlay. The area encompasses <br />21 acres to include the 500-900 Blocks of Pine Bluff Street, the 300-600 Blocks of Fitzhugh <br />Avenue, the South side of the 600-700 Blocks of E Cherry, the East side of the 300 Block of <br />6th NE, the 300 Block of 8th Street NE, and the addresses 803, 925, and 936 East Booth <br />Street. <br />Mack and Cheri Bedford shared background information stating that staff and the Historic <br />Preservation Commission have worked to create a new local historic overlay district for <br />nearly a year. This district will be the exact same boundary as the national designation of the <br />neighborhood as a National Register Historic District. The local designation will bring it into <br />the same status as the Church Street Historic District making the area eligible for facade <br />grants and architectural reviews by the HPC to preserve the historic character of the <br />neighborhood. HPC held a listening session in the fall last year. Then a neighborhood <br />program and presentation was held in April this year. HPC also held a public hearing and <br />recommended adoption of the new district at its May meeting. Residents who live in the <br />district were invited to attend these meetings and have been very supportive of the initiative. <br />The public hearing was declared open. Kevin Kelly, 751 Pine Bluff asked what the <br />disadvantages of this change are. If they want to add a porch or remodel, what kind of <br />resistance will they face? Bedford states she doesn't see many disadvantages other than <br />having to go before HPC for review who hears about 70 certificate of appropriateness per <br />year. Elena Thomas, 821 Pine Bluff states Hashmi completely gutted her house and the only <br />thing historic about it is the location. Now they need to replace a driveway and remove <br />damaged trees. She asked will they need to jump through hoops now with the historic district <br />overlay vs simply getting a permit for those repairs. Bedford states HPC only reviews the <br />historic asset and they have design standards that they follow. Bedford went over some of the <br />incentives available for the actual structure.
