Conduct a public hearing and take action regarding the petition of Mike Clark/Springlake <br />Baptist Church for a zoning change from a One -Family Dwelling District No. 2 (SF -2) to a <br />Multiple -Family Dwelling District No. 2 (MF -2) in the City of Paris, Block 311, Part of Lot <br />11 (6.9 acres), located at 3500 Clarksville Street, LCAD 102295. <br />Mack states the proposed use of the property is for apartments or possibly duplexes and <br />townhomes. This property is approximately 6.9 acres that backs up to the Trail de Paris. <br />Mack recommends approval of the rezoning. <br />The public hearing was declared open. With none speaking the public hearing was declared <br />closed. <br />A Motion to approve this item was made by Board Member Chance Abbott and seconded by <br />Board Member Francine Neeley. Motion carried, 5 ayes — 0 nays. <br />14. Conduct a public hearing and take action regarding the petition of James Martinez/Creative <br />RE Investments LLC, for a Comprehensive Plan Amendment from Low Density Residential <br />(LDR) to Medium Density Residential (MDR) in the Springlake Addition, Block 6, Lot 12, <br />located at 2801 E Price Street, LCAD 19795. <br />Mack states he is prepared to support this item and that Triniti Frazier landed on a different <br />position with a concern of the perceived spot re -guiding and rezoning. The applicant intends <br />to demolish the existing single-family home to construct a duplex on this lot. The request is <br />for an isolated lot in the developed single-family subdivision. Mack suggested further study <br />of a broader area so it would not be an isolated change. There was discussion by <br />commissioners on changing the future land use to medium density for additional blocks in <br />this neighborhood. Commissioners directed staff to further study a larger area. <br />The public hearing was declared open. With none speaking the public hearing was declared <br />closed. <br />A Motion to approve this item was made by Board Member Austin Anthony and seconded <br />by Board Member Tylesha Ross -Mosley. Motion carried, 5 ayes — 0 nays. <br />15.
