Regular Council Meeting <br />June 26, 2023 <br />Page 6 <br />asked if there would be any problem with the City taking ownership. Ms. Harris said there <br />would not be a problem, because the City had a judgment lien on this property. Mr. Path said <br />since tax dollars were being spent on this project, that the City should take possession of this <br />property. Council Member Pilgrim said he too thought they should move forward with this <br />project. <br />It was a consensus of the City Council to move forward with bidding the Belford <br />Building Demolition Project. <br />20. Discuss and possibly act on a request to proceed with financial software upgrade for the <br />City. <br />Finance Director Gene Anderson described the two major problems that the City had <br />with the current software and hardware arrangement. He said the current server was aged, <br />failing and could not continue to function in the longer term. He also said the Open Gov., Inc. <br />was phasing out all of the STW, Inc.'s server based software and replacing it with cloud based <br />software. Mr. Anderson said the primary concern was should the City's local server fail, the <br />City would cease to operate. He referenced the recent incident in the City of Dallas. Mr. <br />Anderson said the implementation cost of the software would cost $174,150.00 and he believed <br />there would be surplus at the end of the year, and that they could come back and amend the <br />budget. He also said the software package annual lease would cost $80,125.00. <br />Council Member Pilgrim wanted to know if there would be any protection for the City <br />should it found itself in a hack situation. Chris Barber with OpenGov said the City would go <br />into the disaster recovery process and all liability would shift to OpenGov. Mr. Anderson said <br />the City would also have protection through TML. Council Member Savage asked about the last <br />time the City had a software update. Mr. Anderson said operation software gets updated but the <br />problem was with the server and it had not been updated since the 80s. Council Member Pilgrim <br />said they had to do this. <br />A Motion to approve this item was made by Council Member Pilgrim and seconded by <br />Council Member Savage. Motion carried, 6 ayes — 0 nays. <br />21. Discuss and act on RESOLUTION NO. 2023-030: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPOINTING TWO REGULAR <br />MEMBERS AND TWO ALTERNATE MEMBERS TO FILL EXPIRED TERMS ON <br />THE BOARD OF ADJUSTMENT IN ACCORDANCE WITH SECTION 16 OF THE <br />CITY ZONING ORDINANCE AND THE CITY'S POLICIES AND PROCEDURES <br />FOR STANDING BOARDS, COMMISSIONS, AND COMMITTEES; MAKING <br />OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND <br />PROVIDING AN EFFECTIVE DATE. <br />Mayor Hughes said this board was a little different from the other boards and <br />commissions, because the appointments had to be made by a resolution, so they would make <br />these appointments first. <br />
